Job Summary:
With gender inequality being one of the underlying causes of poverty and social injustice and with gender mainstreaming being one of key intervention strategies to fight poverty and defend dignity, gender is integral part of the program quality and learning (PQL) function at CARE Tanzania. Whereas the primary responsibility of the PQL function is to promote reflective learning leading to program quality and evidence of program impact, the primary responsibility of the Gender Coordinator (GC) is to coordinate CARE Tanzania’s efforts to better mainstream gender at work place and in its Mwangaza Program work. Accordingly, and guided by the Mwangaza program document, the PQL Strategy, and the Gender Policy and/or Strategy, the GC shall have the responsibility and authority for efficient, effective and harmonious integration of gender transformative approaches/strategies in CARE Tanzania’s work, building of staff and partner capacities in gender mainstreaming and transformative approaches, facilitation of reflective sessions on gender work, and facilitation of CARE Tanzania’s participation in strategic gender forums, networks and alliances.
The GC reports directly to the Program Quality & Learning (PQL) Director and is one of the senior program leaders at CARE Tanzania. S(he) is first of all responsible and accountable to the PQL Team to provide expert knowledge in gender mainstreaming or transformation within and through the team. Secondly, s(he) is responsible and accountable to the Senior Program Management Team (SPMT) to actively participate in their team activities.
Key Responsibilities and Tasks
Job Responsibility #1: Coordination of Gender-transformative Programming at CARE Tanzania 30% of time
• Facilitating the promotion of CARE Tanzania’s gender policy/strategy as guided by the Mwangaza Program and CARE USA Gender Policy and coordinating its implementation.
• Providing technical advice in mainstreaming gender in the preparation of concept notes and proposals and leading the development of mission-level gender program initiatives.
• Assisting and guiding gender Focal Point Persons (FPPs) on mainstreaming gender in the work of program initiatives and of program offices.
• Managing CO’s gender program initiatives budget, ensuring the maintenance of appropriate budgetary discipline and institutionalization of financial control mechanisms as advised by the CO and donor policies.
• Supporting and coordinating CO access to relevant gender technical assistance.
• Facilitate and lead the process of gender assessments/analysis in new and ongoing MWANGAZA initiatives.
• Support CO staff and partners to implement programme activities on women’s empowerment and in particular on Engaging Men and Boys.
• Support CO staff and partners to raise and leverage funds for promoting women’s empowerment and gender equality through the design of quality concept notes and proposals.
• Coordinate and document CO initiatives activities and contributions to commemorate international events, e.g. International Women’s Day and 16 Days of Activism.
Job Responsibility #2: Coordinate CARE Tanzania’s gender capacity building efforts 25% of time
• Lead the development of quality standards for gender transformative programming, including tools for UCP/V and gender/power analysis and gender audits and train CO staff and partners to carry out these analyses.
• Plan for, and conduct gender capacity assessment of CO staff and partners, identify capacity gaps both in terms of designing gender transformative programming and addressing issues of masculinity and engaging men and boys in promoting gender equality and equity.
• Design and provide tailor-made gender capacity building training and coaching to CO staff and partners
• Facilitate the PO gender focal point function and ensure necessary training and capacity building for gender focal points.
• Help initiatives on packaging and disseminating best practices on women’s empowerment to different audiences and for different purposes.
Job Responsibility #3: Contribute to organizational learning, knowledge sharing and impact measurement 20% of time
• Sharing innovative tools, approaches, and good practices with other actors locally, regionally and internationally, and ensuring improvement on ways of doing gender transformative programming and promote learning.
• Support CO staff and partners and facilitate reflective learning practice among CO and partners’ staff network, particularly around women’s empowerment, men engage and gender.
• Facilitate generation, documentation, coordination and management of knowledge on gender/women and girls empowerment approaches across MWANGAZA and support establishment of mechanisms for effective learning and sharing of experiences.
• Contribute to the development of CO impact measurement and knowledge management system, leading on the development of appropriate impact indicators and reflective learning systems related to gender/women and girls empowerment program (building on the ongoing impact measurement initiative at the CO) aiming at demonstrating the evidence of impact of CO programs addressing gender issues.
• Support CO staff and partners to identify and operationalize program approaches and interventions that demonstrate high impact on empowering women and girls.
• Participating in the facilitation of program quality assessment sessions in the CO, using the Program Quality Assessment Tool.
• Familiarizing program and program support staff with CI programming principles and program characteristics and CI core values and supporting them to access information on and apply relevant minimum sector and/or technical standards (e.g. SPHERE for emergencies, etc) and to develop them when required.
Job Responsibility #4: Provide strategic support to coalition building and policy engagement 20% of time
• Facilitate CO and partners’ staff representation and participation in national, regional and international networks promoting women’s empowerment, gender equality and Men Engage.
• Provide guidance CO on policy analysis of all relevant laws and policies having an effect on women and girls and lead the monitoring process of new gender related laws and policies.
• Support and facilitate CO staff and partners to generate evidence from CO programs for policy engagement and advocacy with allies and coalitions.
• Support and facilitate implementation of CARE International Gender Policy and CARE US GED strategy within the CO

• Minimum 5 years of work experience in gender work with an International Non-Governmental Organisation (INGO) at Management level;
