MONITORING AND EVALUATION ADVISOR

Job Summary
The Program Monitoring and Evaluation Advisor will serve two programs namely Ardhi Yetu (our land Program), which is funded by DANIDA through CARE Denmark and Pastoralist Program funded by Irish Aid. The overall objective of Ardhi Yetu programme initiative is to strengthen the capacity of civil society at local and national levels to hold lands sector duty bearers (including government and private sector) accountable while advocating for the rights of small scale farmers and pastoralists. The Pastoralists’ program goal is to reduce poverty and vulnerability for pastoralist men, women and children in Tanzania.
For the right person, this is an opportunity to play a critical role in exciting programs which will have large impact to the civil society organizations as well as small scale farmers and pastoralists in Tanzania.
The primary function of the position of the Monitoring and Evaluation Advisor is to ensure quality of the program initiatives and coordinate efforts that aim at monitoring the project’s work to determine the impacts it is making to the impact group, guided by the program initiative’s documents (i.e. proposal, project implementation plan and monitoring and evaluation plan), respective strategy, CARE Tanzania’s LRSP, CARE Denmark theory of change and reporting format, DANIDA strategy and CARE International designing, monitoring, evaluation, and impact measurement frameworks and tools. The PQL Advisor will also be responsible for leading the two program initiative’s efforts to build staff and partner’s capacities in designing, monitoring, evaluation, impact measurement, reporting and learning. The PQL Advisor position therefore requires an extremely high level of technical capacity and intellectual flexibility as well as sufficient interpersonal skills to effectively manage the overlapping demands of this dual role.
Based in Dar es Salaam, Tanzania, the M&E Advisor will administratively report to the PQL Director and technically work with the Ardhi Yetu Program Coordinator and Pastoralist Program Coordinator.



Key Responsibilities and Tasks
Job Responsibility #1: Supporting the program initiative’s monitoring, evaluation, impact measurement, and reporting system
40% of time
·         Participating and coordinating testing and adapting, in collaboration with other program team of staff and partners, the program’s theory of change; 
·         Developing or reviewing, in collaboration with program initiative’s team of staff and partners, the program initiative’s monitoring and evaluation plan;
·         Taking lead in the program initiative’s monitoring and evaluation events such as baselines, mid-term reviews, final evaluation and specific studies involving the project;
·         Acquiring and understanding monitoring, evaluation and impact measurement policies, standards and tools of donors, CARE Tanzania, and CARE International so as to use them in his/her work;
·         Preparing monitoring reports as well as assisting his/her supervisor in preparing project’s quarterly, semi-annual, and annual reports and keeping them for reflective purposes;
·         Being conversant with CARE’s Program Quality Assessment Tool (PQAT), CARE Denmark reporting format, Resource Allocation Model (RAM) and participating in the program quality assessment events involving the program initiative;
·         Preparing and/or facilitating the preparation of the program initiative review and evaluation reports;
·         Facilitating the engagement of program initiative reviewers and evaluators, including writing their Terms of Reference (TORs) and providing them with the logistical support they need as carry out their contracted duties.
·         Supporting partners in developing monitoring and evaluation systems
·         With the grant manager, support the monitoring of partners (CSOs) utilization of core and project funding
·         Examine quarterly reports from the partners their progress towards agreed benchmarks or deliverables
·         Visit CSOs periodically to assess progress and support M&E efforts of CSOs to ensure inter alia they  present high quality, evidence-based reports
·         Support partners’ Project Managers in project review, monitoring etc.

Job Responsibility #2: Supporting program initiative information and knowledge system                 25% of time
·         Developing or reviewing, in collaboration with the program initiative team of staff and partners, the  program initiative’s learning plan;
·         Developing and maintaining the program initiative’s database and updating it accordingly;
·         Leading the program initiative’s efforts to analyze and reflect on the data and information to determine the impacts it is making to the strategic partners (CSOs) and for improved program initiative performance;
·         Leading the program initiative’s efforts to document challenges/obstacles and the lessons it is learning, including their application for improved program initiative and organizational performance;
·         Packaging and disseminating quality program initiative information to different audiences and for different purposes.
·         Extract key lessons from CSO M&E systems that may be of use in CARE’s partnering with other CSOs and in CARE’s own M&E. 

Job Responsibility #3: Supporting effective engagement of the program initiative team of staff and partner in the monitoring and evaluation activities                                                                                                     25% of time
·         Designing and facilitating accountability mechanisms to monitor our program quality and impact with those we work with.
·         Conducting or facilitating program initiative’s training needs assessment as well as designing, in collaboration with other stakeholders, capacity building plans;
·         Conducting or facilitating capacity building events for the program initiative team of staff and partners in accordance with the capacity building plans;
·         Assisting the program initiative team of staff and partners to track progress towards the program initiative indicators and in developing and/or adapting monitoring tools such as questionnaires, recording forms, Most Significant Changes (MSC), checklists and interview guides based on the monitoring and evaluation plan;
·         Assisting and advising program initiative team of staff and partners in producing quality activity implementation reports.

Job Responsibility #4: Development and promotion of effective behaviour change                             25% of time
·         Conduct team formative analysis understanding the dynamics of small scale farmers and pastoralists to identify possible behaviors that could be  encouraged ;
·         Defining communication and behavior change objective, developing framework to link how CSOs initiatives will contribute to the programs objectives.
·         Develop tools to monitor effectiveness of strategy and revise it periodically.
·         Facilitating community reviews of behaviors and planning for change using RBA.

Job Responsibility #4: Foster and maintain system of reflection and learning on Civil society strengthening and land rights across the program                                                                                                         10% of time
·         Providing inputs into program strategic planning, always ensuring that the program initiative advances the CARE Tanzania’s LRSP and contributes to the CARE Denmark theory of change as well as country and international development goals;
·         Contributing to the development of generation of new program initiative ideas and preparation of concept notes as a way of ensuring that the positive change achieved through the program initiative will continue after its end;
·         Representing the program initiative in monitoring, evaluation and learning activities conducted within the Country Office.

Qualifications (Know-How)
Education/Training
Required
·         Bachelor’s degree in Social Sciences, Development studies, statistics and other field relevant to Ardhi Yetu Program and pastoralist areas of focus
·         Extensive capacity building knowledge especially with adult learning methodology

Desired:
·         An Advanced degree in Community Development/ Sociology or related field;

Experience
Required
·         A minimum of 5 years of field experience with community participatory surveys;
·         Skills and knowledge and strategies in livelihoods programming;
·         Understanding of land rights in Tanzania, policy analysis and advocacy
·         Understanding of pastoralism dynamics and pastoralist livelihood

Desired
·         Knowledge on relevant national and international policies
·         Experience working in international NGO is desired;
·         Knowledge on community development, project planning and management, administration.

 DEPUTY COUNTRY DIRECTOR - PROGRAM

The Deputy Country Director – Program (DCD-P) is responsible for ensuring that CARE's programs in Tanzania contributes to CARE's vision of "a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security". The DCD-P is expected to provide strategic leadership in the areas of program development, implementation, monitoring and evaluation and ensure that CARE's programs/projects make a significant contribution to reducing poverty and social injustice.
The DCD-P is responsible for overseeing the development of program strategies appropriate for the specific environments in which CARE works S/he manages a team of professionals focused on the design, funding, implementation, monitoring and evaluation of programs and projects (including emergency programs) that effectively address the underlying causes of poverty in line with CARE's Programming Principles. S/he must also ensure that systems and people are in place to ensure the proper management of those projects and programs.
The DCD-P is responsible for overseeing the development, testing and implementation of new and innovative program approaches appropriate for the context of the CO. S/he works closely with, and is supported by the program units at regional and CARE USA HQ levels, as well as with other interested CARE International members.
The DCD-P is a key member of the Country Office Senior Management Team and as such is responsible for leading and supporting CO initiatives. S/he is responsible for (along with the CD) maintaining good working relationships with host government officials, donors and other partners. S/he may be required to become Acting CD when the CD is out of the country. 
The position reports to the Country Director.  S/he collaborates closely with the Deputy Country Director – Program Support (DCD PS) and Finance Director, and serves as the line manager for the Program Quality Director, Directors of Technical Units and Program Management Officer.
Key Responsibilities and Tasks
Job Responsibility #1: Program Quality                                                                                                           20% of time
·         Oversee the development, implementation, monitoring and evaluation of country office programs and projects and ensure that they are in line with CO strategic plan and program strategy and with the CI Programming Principles.
·         Ensure systems and plans are in place to guarantee that CO programs/projects are designed and implemented based on sound analysis, address the underlying causes of poverty and achieve measurable positive impact on the poor and marginalized.
·         Work with staff and partners to generate viable programs in line with CO strategy and assist in identifying and securing funding for those programs
·         Ensure that proper monitoring and evaluation systems are in place to demonstrate impact on UCP and that program lessons are being used to promote improved programming and learning. Ensure that monitoring and evaluation systems enhance accountability of COs vis-a-vis the communities with whom we work as well as other stakeholders (civil society, donors and government counterparts).
·         Providing in the development and regular updating of an appropriate emergency preparedness plan and ensure that disaster risk management is integrated in CARE programs.
·         Ensuring that all Programs /Projects receive support from Program Unit and act as liaison between program support and program
·         Work with the CD to oversee the development and implementation of a CO advocacy agenda that supports CO programs and, if possible, is in line with CO and CI priorities.
·         Ensure that GED issues are properly considered and addressed in all programs/projects;

Job Responsibility #2: Program Management                                                                                                20% of time
·         Ensure that CARE programs and projects are managed in a manner which achieves the program/project goals, is in line with CARE policies and procedures and demonstrate sound resource management.
·         Ensure that qualified staff and appropriate policies, procedures and systems are place to properly manage CARE's programs/projects.
·         Monitor the CO programs and projects to ensure that they are implemented in a professional manner in line with the project proposal through project visits and the review of annual implementation plans and activity reports.
·         Ensure proper management of financial and other resources entrusted to CARE's programs and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches).
·         Ensure donor and government reporting is done according to agreed upon standards and in a timely manner.
·         Work closely with units in Program Support (finance, procurement, HR, transport, etc.) to ensure proper coordination exists for efficient program implementation.        
·         Ensure strong commodity management and accountability where applicable.
·         Regularly review and ensure that the most efficient CO program management structure is established and functional in order to ensure program quality and the cost efficient achievement of project objectives.

Job Responsibility #3: Program Strategy                                                                                                         15% of time
·         Lead the preparation and implementation of the overall CO Program Strategy in line with the CO's Strategic Plan, national development plans, the CI vision and programming principles and current CARE programming priorities.
·         Lead the preparation of program strategies based on sound contextual analysis and that target specific underlying causes of poverty and social injustice, in line with CARE's Unifying Framework.
·         Ensure that all programs and projects designed and implemented by the CO are in line with those program strategies and contribute to achieving the objectives of the CO Strategic Plan.
·         Oversee periodic review of the operating environment and ensure CARE’s role and operating model are in line with that environment.  
·         Seek strategic partnerships necessary to promote CARE's vision and programming principles and ensure that those partners understand the COs program strategies.

Job Responsibility #4: Reflective Practice and Learning                                                                               10% of time
·         Ensure that the CO program remains dynamic, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels.
·         Establish mechanisms for knowledge sharing and learning between projects and programs within the CO and with parties beyond the CO. 
·         Establish a reward system and model a culture that recognizes and supports innovation, risk taking and leaning.
·         Ensure the CO actively participates in organization wide and regional learning initiatives related to CARE's priority program themes and approaches.

·         Develop and enhance relationships between the CO and other parts of CARE and external organizations so that CARE can maximize its impact on poverty and social justice.
·         Establish and maintain good relationships with relevant – counterparts/departments of the government, CI members, the locally-represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs and other civil society organizations. 
·         Identify issues to be addressed to heighten donor and government accountability and maintain a positive image and good visibility for CARE amongst these groups.
·         Support and work effectively in coalitions, networks and social movements.
·         Contribute to national dialogue on poverty reduction strategies and related issues.  
·         Ensure timely reporting and communications with CI members, donors, government and other key actors.
·         Ensure cordial media relations and act as CARE spokesperson as required.

·         Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated team;

Qualifications (Know-How)

Required
·         Advanced university degree (Masters or equivalent) in Development Studies/Social Sciences or related area;
·         Extensive program knowledge with quality programming in an international Non-Government Organisation (iNGO) at senior level;
Desired:
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

·         Minimum 10 years of experience in managing programs at senior level with extensive experience in fund raising, managing program for quality, program strategy and staff management;
·         Knowledge on innovative program design, community development, project planning and management, administration
