The African Union Interafrican Bureau for Animal Resources (AU-IBAR) aims to provide leadership in the development of animal resources for Africa. By supporting and empowering the African Union member states and the Regional Economic Communities (RECs). AU-IBAR's vision is of an Africa free from hunger and poverty in which animal resources make a significant contribution within the global arena. Founded in 1951 to study the epidemiological situation and fight rinderpest in Africa, AU-IBAR's mandate covers all aspects of animal resources, including livestock, fisheries and wildlife, across the entire African continent, but fills a unique and strategic niche by working at continental and regional levels, with the RECs being key partners.
For the implementation of the Project "Strengthening the Capacity of African Countries to Conservation and Sustainable Utilisation of African Animal Genetic Resources" ' funded by the European Union, AU-IBAR seeks the services of a Project Technical Assistant to provide technical assistance to the project implementation. The project aims at strengthening the capacity of African countries and Regional Economic Communities to sustainably use and conserve animal genetic resources (AnGR) through institutionalizing national and regional policy, legal and technical instruments and implementing actions that will result in judicious exploitation of AnGR in Africa. This will be achieved through (i) establishing the status and trends of animal genetic resources in selected countries in West, Central and East Africa, (ii) developing policy frameworks for the sustainable utilization and conservation of AnGR, (iii) establishing national and regional utilization, conservation and improvement strategies and initiatives and, (iv) increasing knowledge, attitude and practice on the use and contribution of livestock to economic growth, food security and poverty reduction.

Major duties and responsibilities
Under the direct technical supervision of the Chief Animal Production Officer at AU-IBAR, the incumbent will provide general technical assistance to the Project Team Leader, He/ she shall report to the Project Team Leader and perform the following tasks:
- Assist the Team Leader to develop working procedures and contractual arrangements with the implementing partners
- Assist the Team Leader in developing work plans, the execution of the project and follow-up activities implemented at continental, regional and national levels
- Provide technical support to the project team at AU-IBAR and Technical backstopping to MS and RECs in project related fields
- Ensure approaches used to implement project activities by partners are scientifically and technically sound and provide regular feedback to the project management at Au-IBAR
- Assist the Team Leader in preparing reports according to agreed formats and standards for AU-IBAR, Steering Committee and donors
- Follow up the implementation of the Global plan of action by AU-IBAR are prepare the report
- Initiate and lead the production of project publications.
- Assist the Team Leader in conducting awareness building campaigns, raise awareness on the importance of the project and AnGR
- Assist the Team Leader in branding the project and liaise with implementing partners, AU-IBAR, and all other identified stakeholders during the execution of the project;
- Perform all other duties as requested by the supervisors.
Qualifications
The incumbent will have a university degree in animal science and a post-graduate degree specialization in Animal breeding and Genetics or a closely related field. A Phd will be an added advantage.
Experience
- At least seven years proven working experience in the livestock sector of which 5 years proven experience in animal breeding and genetics.
- Strong understanding
- Good understanding agricultural/livestock policy and strategy analysis and formulation is highly desirable
Skills and competencies
- Good networking skills and ability to maintain positive and constructive dialogue and relationships with key institutions operating in the regions;
- Self-starter with the ability to strategically plan own work;
- Very strong writing, analytical and communication skills are necessary.
Language requirement
Proficiency in one of the African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage.
Age Requirement
Should be preferably between the age of 35 and 50 years.
Tenure of Appointment
The initial appointment will be for 11 months including a 3-month probation period. Contract extension will be subject to performance and availability of funding.

Remuneration
The lump-sum salary attached to this position is an annual lump-sum of USD 81,397.62inclusive of all allowances for internationally recruited staff, and USD 67,533.59 inclusive of all allowances for locally recruited staff.
