NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan, our geographic presence is currently Northern Bhar el Ghazal, Central Equatoria and Warrap states. New areas of operation will be identified, assessed and programmes initiated as a continuous process in the coming years.
Programmatically, NRC currently operates an integrated programme focused on four out of NRC’s usual five core competencies: Education; Shelter (School Construction and Emergency Shelter); Food Security; and Information, Counselling and Legal Assistance (ICLA). The Finance Manager will report to the Country Director for NRC South Sudan.
Job description ■TASKS AND RESPONSIBILITIES ■Be a trusted member of the Country Director’s team and be his/her immediate advisor on all finance related matters; ■Ensure that appropriate control mechanisms are in place across the country programme and that financial risk is minimised; ■Make sure that adequate financial management routines and systems are in place ■Maintain overall budget control (in conjunction with the Programme Director and Area Managers) in the country programme, including monitoring cash flows, expenditures and donor compliance; ■Contribute to the development of strategic and operational plans, and be accountable for ensuring and monitoring delivery against the financial plans ■Develop capacity of the Country Office and the Area Office finance teams to ensure that they meet NRC’s finance and grants management operating standards; ■In collaboration with other managers, regularly review and develop operational finance tools; ■Enable appropriate operational decisions to be made on the grounds of sound and solid financial analysis; ■Make sure that archives are in use and maintained according to the NRC regulations; ■Plan for annual closure of the accounts and responsible for coordinating audits in the country; ■In collaboration with other CMT members establish and execute cost reduction initiatives; ■Be the main driving force for NRC’s transparency and anti-corruption work within the country programme; and ■Use a proportion of the working time to visit area and field offices in the country. ■Ensure statutory financial obligations including remittance of taxes are met in a timely manner ■Provide up-to-date analysis and required reports of the financial situation in the projects and the overall programme ■Conduct training in budget design, financial management and monitoring procedures for all relevant national and international NRC personnel and maintain a supervisory role ■Build strong and effective relationships with the logistics/procurement and HR/admin staff in all offices to enable a good flow of information ■Establish and oversee a safe, robust and easily retrievable financial documentation and filing system for both hard and soft copies
Qualifications ■Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from accounting and management/leadership may compensate for lack of formal education ■Qualified finance professional with a minimum of 5 years of financial management experience within an international humanitarian/development organisation. ■Solid experience of work with windows based computer software and modern accounting systems, including specifically Agresso ■Proven ability to analyse and present complex financial information in a succinct and compelling manner to non-finance colleagues ■Proven ability to develop and build capacity ■Proven abilities to establish, lead and mentor teams remotely ■Experience of establishing and managing strong audit and control frameworks ■Proven skills and experience in report writing ■Understanding of issues in complex emergencies and crisis contexts ■Highly developed interpersonal and communication skills including influencing, negotiation and mentoring with the ability to challenge existing mindsets ■Political and cultural awareness and experience of working where insecurity is an issue ■Fluency in English, both written and verbal

Aweil, Alek and Juba are usually quiet and relatively safe.
