Title: Head, Human Resources
Reports to: Chief Executive Officer
Job purpose:
The Head of HR will be responsible for the administration of policies and programs designed to provide and maintain an adequate flow of qualified and competent personnel for the company. In addition he / she will initiate, administer and control policies and activities designed to promote cordial industrial relations within the Company. He /she will also be responsible for initiating, executing and coordinating training programmes and activities for improving competences and the productivity of the company members. He /she will ensure discipline of the labour force.

Key responsibilities and accountabilities:
i. Administers Training and Employee Development Programmes:-
• Establish personal profiles of all employees.
• Maintain an accurate and up-to-date skills inventory of all employees.
• In collaboration with Heads of Department at the Corporate Offices and Unit Heads in Upcountry locations, identify training needs of all employees (i.e. in supervisory and management categories) and recommend appropriate measures, to improve competences of the concerned employees, for approval by the General Manager.
• In conjunction with Heads of Department at the Corporate offices and Unit Heads in Upcountry Locations respectively, monitor progress and evaluate effectiveness of the training initiatives to subsequently recommend suitable remedial steps.
• Maintain an up-to-date inventory of training institutions relevant to Company training needs.
• Draw manpower development plans and programmes to enhance the skill levels and effectiveness in the performance of employees thereby continuously improve labour productivity of the company.
• In consultation with Heads of Department at the organization and Unit Heads in Upcountry Locations draw/recommend succession career paths and other supportive structures & systems for equipping employees with potential with appropriate skill mix to enable them effectively manage their current positions and/or prepare them for more senior positions in future.
ii. Staffing:
• Maintain records of authorized establishments, employees in positions and unfilled vacancies.
• In consultation with Heads of Departments at the Corporate Offices and Unit Heads in Upcountry Locations assess the technical and administrative manpower requirements and recommend appropriate steps to meet them e.g filling approved vacancies through cross functional transfers; recruitment from the open market; promotions; or training.
• Ensure that all approved vacant positions are filled promptly and with the required caliber of personnel, quality wise and quantity wise.
• In consultation with respective Heads of Department and Unit Heads at the Corporate offices and Upcountry Locations respectively advertise vacant positions and recommend short-lists of candidates for consideration by same. This includes arranging and participating in interviews of the short-listed candidates.
• Prepare and issue letters of appointment for employees (local personnel) for the CEO or his designated officer to sign before distribution.
• Plan and conduct induction programmes for new members of staff to the company. This includes completion of personal history records & issuing them with important literature e.g copies of Personnel policies, copies of past company LINK newsletters.
iii. Manages Personnel Policies and systems:
• Devise systems to ensure optimum utilization of human resources through effective budgeting and placement controls.
• Develop and implement successful employee communication systems.
• Develop and executive progressive and effective compensation policies and systems.
• Develop and/or review performance management process and systems for effective evaluation of work performance and rewarding of exceptional performers.
• Introduce effective and efficient (IT) HR information systems and records.
• Periodically review and recommend appropriate measures to improve HR policies and practices in line with successful contemporary ones/international best practices.
• Develop and execute policies, standard operating procedures and other initiatives to support the Company business objectives/plans.
iv. Administers Industrial/Labour Relations:
• Develops and executes approved HR policies, practices and procedures aimed at establishing sustainable cordial industrial relations for the Company.
• Advises the CEO on strategies and structure to be followed in conducting negotiations with the Trade Union branches at the work places and best application of the Labour Laws.
• In consultation with authorized party’s e.g Company appointed Lawyers, ATE, the Mediation and Conciliation Commission, the Industrial Court of Tanzania, the Trade and Industrial Workers Union (i.e. TUICO) and TUCTA administers and controls industrial relations at the work places through execution and/or recommending suitable policies and practices to ensure a “hitch free” Company industrial action wise.
• Makes regular visits to Divisions and holds regular meetings with TUICO Branch officials and/or all location employees respectively to understand problems/issues related to industrial labour relations and advise the CEO or respective Unit Heads/Heads of Department on how best to resolve them.
• In consultation/collaboration with competent/authorized parties conduct seminars/workshops of TUICO Branch officials and Management respectively to acquaint them of their respective roles and limits at the work place to foster better employee relations at the work places.
• Ensure provision of adequate health, safety and welfare amenities at all work places and recommend periodical improvements.
• Design and administer social & recreational programmes; and encourage worker participation in them.
v. To manage discipline in the company:
• To put in place systems and procedures for prompt disposal of grievances and trade disputes at the work places.
• In collaboration with all HR Managers at the Divisional offices and the Corporate Office devise systems and procedures which ensure processing of disciplinary cases of shop floor and supervisory staff is executed strictly according to the existing Labour Laws and Company’s Disciplinary Code/Policies.
• Ensure judicious and equitable administration of all established schemes and policies on employee welfare e.g medical facilities, loans schemes etc--- to eliminate any disputes on grounds of discrimination, nepotism etc—
• Put in place initiatives that will ensure transparency and improve communications amongst employees and between employees and their Managements.
• Administer Collective Agreements and any other agreed Workers Union/Management commitments to ensure their strict compliance.
vi. Administer Security Activities:
• Ensure establishment of good relations with District/Regional Police and other law enforcing authorities to enlist their maximum cooperation.
• In collaboration with Finance and Internal Audit Departments install and administer systems and procedures for safeguarding Company property from thefts, pilferages etc---.
• Conduct periodic reviews of systems and procedures to ensure that they are up-to-date and water tight.
• Put in place an efficient and effective operation of security work at the work places. Promptly follow up reported cases/incidences in order to plug loopholes and/or to bring to book all culprits in good time
• Ensure adequate provision of all necessary amenities and gear e.g uniforms, arms transport etc. to ensure satisfactory service delivery.
Required Qualifications
• Should Possess a Bachelor’s degree in social sciences plus a post graduate training/qualification in Human Resources Management or related discipline
• Must have a minimum of 3 years of work experience 2 of which must have been spent in a senior managerial position in private sector environment.
• Possession of a proven record in the development and implementation of job evaluation & grading, compensation packages and successful implementation of performance management systems are a must.
• Possession of leadership qualities
• Must have excellent communication and interpersonal skills
• Be able to be in support of the ability to lead a team of HR Managers and other stakeholders at all levels will be an added advantage. Have a flare in all HR function facets.
