The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected.
RESPONSIBILITIES:
Within delegated authority, the Head of the Data Networking and Communications Team is responsible for providing all network and telecommunication services to the Special Tribunal for Lebanon (STL) with a primary focus on ensuring correct functioning of courtroom IT infrastructure. The incumbent reports to the Head of IT and Court Room Technology and will analyze, plan, design and implement network data and voice services in accordance with all STL requirements. Information technology infrastructure is recognized as a critical component upon which the day to day and judicial activities of the tribunal function and the highest level of availability is required. Manage all infrastructure aspects of the Data Center and associated disaster recovery infrastructure for the STL. Lead and motivate the staff of the Networking and Communications Unit and operate the IT service desk for provision of services in accordance with established service levels. Responsible for the logistical elements in relation to court operations for information technology including backbone audio visual services. Draft plans and specifications for the request of equipment and services for networking, including data storage, transmission and voice systems. The incumbent directs and supervises, the work of contractors assigned to the Unit, in terms of network equipment installation, support, maintenance and disaster recovery. Manage all aspects relating to audio visual operations within the courtroom and the integration of those services with core infrastructure in the STL data center. Coordinate with other specialists within the section and collaborate with external partners to ensure proper connectivity of the STL network to the Internet and other external sources. Uses network management and monitoring tools to ensure business continuity and meet agreed service levels. Undertake analysis of system usage and capacity and provides recommendations and performance reports for management review. Support the design, implementation and maintenance of data networking and communications security projects with emphasis in firewall, VLAN and IPSEC transmission. Perform other duties as required.

QUALIFICATIONS:
Education: University degree (Graduate degree or equivalent) in computer science or related fields. Industry standard certifications in data networking highly desirable. Documented equivalent combination of qualifying experience and formal education will be considered appropriately.
Experience: At least 7 years of progressively responsible experience in a data networking and communications environment, preferably with several years at the international level. Appropriate degree of supervisory/managerial experience especially in the area of IT service delivery and the application of those concepts in a judicial environment. Comprehensive Knowledge of TCP/IP and other network protocols, design of LAN/WAN and network security infrastructure. Experience with Internet services including Demilitarized Zones, setup of Internet/Intranet services for mail and public information. Previous experience in implementation of voice and data projects.
Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English is required. Knowledge of the other official language(s) is an asset.
