AMI Corporation is an international development consulting firm headquartered in Washington, DC providing economic development consulting services to the private and public sector throughout the developing world in a number of areas of economic and social policy, including: agriculture development, competitiveness, finance, workforce development and institutional capacity building.
Currently, we are seeking Chief of Party (COP) Candidates for an upcoming opportunity to provide USAID with a set of interventions aimed at strengthening Non-Governmental Organizations (NGOs) in East Africa that are recipients of Mission funds and grants. The selected candidate will address key capacity development gaps that limit the effectiveness of NGOs to achieve sustainable and significant impact, be accountable to its constituents, and be able to effectively compete for and manage donor resources.
The COP will build the capabilities of USAID supported NGOs that have been selected under the USAID Missions Programs in order to improve each NGOs internal organizational systems to successfully implement awards issued under the Mission funded grant programs and to become effective and sustainable NGOs over the long term. The primary objective of the program is to help organizations better manage USAID funds. The COP will select areas of focus based on a tiered system of priorities; focusing initially on financial management and project management, then sustainable funding. The COP will coordinate and collaborate with other organizations in a consortium approach, if necessary, to bring in specialized expertise in the provision of training or mentoring services.
Chief of Party/Local Capacity Building:
Minimum of ten years of experience in project management, supervision, administration, and
implementation of grant, cooperative agreement and contract requirements (including meeting
deadlines, achieving targets, and overseeing the preparation and submission of required reports.
Establishes and maintains systems for project operations.
Maintains working relationships with all project stakeholders, including coalition/capacity building
Responsible for the management and oversight of operations, including administration, logistics, procurement, property, human resources and database management to ensure effective and efficient operations. Responsible to ensuring that program implementation is in accordance of USAID rules, regulations and procedures per specifications of the Contract.
Provide operations support to activities and sub-awards to meet goals, timelines, and deliverables. Work and coordinate with program, finance, M&E, communications, and grant teams to facilitate and implement activities.
Manage field presence, including facilities such as office space, equipment and project vehicles, administration, management information systems (MIS), logistics, and procurement. Supervise grants management team to ensure activity information is complete per program requirements. Prepare grant modifications, carry out obligations and deobligation of grant funds, perform no cost extensions, and grant close outs. Carryout pre-awards, desk reviews and post award administration, monthly monitoring of the grantees financial and technical reports
Provide input into design, development, maintenance, and management of the Grants Management System (GMS) and databases to increase efficiency and internal communications. Build local capacity in grants management, procurement, human resources, logistics, and finance and property management. Liaise with security team to ensure internal procedures are updated. Work closely with the USAID Mission to ensure a smooth project close out. Provide leadership and mentor the human resources team with planning, staffing, and recruitment, evaluation of policies, supervision of professional and support local NGOs and staff in a variety of technical disciplines.
