The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 17 countries and at 4,700 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide. The Foundation received funding from USAID/ Uganda for a five-year cooperative agreement in 13 districts in the south-western region of Uganda with the goal of increasing access to, coverage of and utilization of quality comprehensive tuberculosis (TB) and HIV/AIDS prevention, care and treatment services. We are therefore seeking most suitable candidates to fill the following positions. JOB TITLE: Awards & Compliance Officer DEPARTMENT: Operations LOCATION: Mbarara Reporting Relationship: Awards and Compliance Officer reports to the Awards and Compliance Manager Job Summary: Support the department in the provision of Awards and Compliance function to the Country’s programs in order to mitigate risks and ensure compliance with the terms and conditions of awards, applicable Foundation’s and donors (US Federal Government) audit, cost and administrative principles and regulations. Core Duties and Responsibilities Compliance Review: - Assist in monitoring Awardees’ (CSOs and Private Not for Profit hospitals and NGOs) performance to ensure compliance with the terms and conditions of award.
- Assist in development of compliance plans under the guidance of Senior Awards and Compliance Manager and ensure they are properly implemented.
- Plan and conduct compliance site visit reviews for sub grantees as per country compliance review site visit plan
- Plan and conduct internal compliance reviews as per Foundation’s Standard Operating Procedures
- Ensure all outstanding compliance review findings are addressed and resolved in a timely manner
- Provide regular reports to the department head regarding Awards and compliance activities in a timely and accurate manner
- Maintains list of significant deficiency log and status for resolved and unresolved matters
- Assist the preparation of both internal and external audits and assessments
Other Responsibilities: - Provides information’s for updating contracts/ grants information management systems including Award materials, letters, Correspondences and update the profile tab, Compliance tab, Amendment tab and close out tab for sites assigned
- Ensure all Awards and Compliance documentation for sites (electronic and paper) are completed, updated, organized and uploaded in CGIS
- Ensure each Sub grantees has available funds, within the limitations of their contract, at all times.
- Submit all cash requests to the DC office for each sub grantees as per agreed schedule in a timely manner
- Monitors Awardees’ expenditures against approved budget and program objectives and ensures that Cash Request Checklist is completed for each Cash Request
- Ensure each Sub grantees has an active award at all times
- Ensure Sub Awardees adhere to contractual and donor regulations at all times
- Assist in Pre-Award assessment process and ensures organizations have the capacity to appropriately manage a Sub Award
- Support the negotiation of sub-agreement budget and awards terms and conditions and prepares final sub-agreement award documents
- Provides on-going assistance to sub recipients to administer their sub agreements compliant with all terms and conditions
- Supports the sub agreement close out process.
- Works closely with contractual, financial and technical staff and provides guidance as necessary on sub agreement requirements
- Provides technical assistance to office staff to support country program activities in compliance with EGPAF and donor policies and regulations
- Ensure amendments to contract and wards are developed and processed in a timely manner as needed.
- Addresses problems or concerns with management of Sub Awards in a timely and effective manner.
- Work with the team in providing training on USG, Sub Award, EGPAF, and donor regulations and financial management to sub grantees including, but not limited to – kickoff training, orientation of Sub Awardees, Renewal Workshops, and Annual Trainings when necessary.

Requirement: Knowledge, Skills and Abilities Required: - Minimum of a Bachelor's degree in business administration, finance, accounting, Economics, Statistics or other related field.

Job Title: Quality improvement Advisor Department: Monitoring and Evaluation Location: Mbarara Reports to: Director-Quality Improvement Job Summary The Quality Improvement Advisor will work in collaboration with the MOH quality improvement team in designing, implementing, monitoring the quality improvement activities and providing technical assistance to improve the quality of care in the areas of HIV/AIDS, TB and community services in the STAR-SW project area in accordance with national and international HIV/AIDS policies and standards. Key Duties and Responsibilities: - Ensures the technical soundness of EGPAF’s Quality Improvement strategies by updating STAR SW project staff and implementing partners on technical advances and lessons learned around the world.
- Ensures that STAR SW/ EGPAF’s implementation strategies and performance goals are in accordance with national and international standards for PMTCT.
- Develops overall Quality Improvement strategy to support the National Strategy to expand HIV Prevention, Care and Treatment and associated TB/HIV services in Uganda.
- Provides technical guidance during the development of STAR SW/ EGPAF’s annual work plan and participates in the planning and budgeting activities, especially in regard to Quality Improvement services.
- Coordinates the integration of technical support to the district based officers and provides technical guidance to the district teams for work plan development to ensure successful implementation of the project.
- Assists in building capacity for setting up and running of quality management program at individual sites through technical assistance site visits, and district reports, in collaboration with M.O.H and the EGPAF program team.
- Supports health facilities in achieving and maintaining quality service delivery standards by organizing and carrying out coaching and mentoring visit to sites and district quality improvement teams and provide quality improvement technical assistance to the teams to analyze their processes, develop, test and implement changes to improve their processes of care.

JOB TITLE: Health Systems Strengthening (HSS) Manager DEPARTMENT: Program LOCATION: Mbarara Reporting Relations: The Health Systems Strengthening Manager reports to the Technical Director Job Summary: The Health Systems Strengthening Manager will be responsible for providing strategic/technical expertise and guidance on supporting health systems strengthening activities for the STAR SW project. He/she will work with the country team and will travel extensively to provide direct technical support and guidance to implementing partners at the regional, district, sub-district and community levels in accordance with national and international HIV/AIDS policies and standards. - Ensures the technical soundness of EGPAF’s HIV Prevention, Care and Treatment strategies by updating STAR SW project staff and implementing partners on technical advances and lessons learned around the world.
- Ensures that STAR SW/ EGPAF’s implementation strategies and performance goals are in accordance with national and international standards for PMTCT.
- Development of overall Health Systems.
- Strengthening strategy to/support the National Strategy to provide national extension of HIV Prevention, Care and Treatment and associated TBM/HIV services in Uganda.
- Provides technical leadership and guidance during the development of STAR SW/ EGPAF’s annual work plan and participates in the planning and budgeting activities, especially in regard to Health Systems strengthening.

Human Resource to the STAR SW supported districts and provides technical guidance to the district teams for work plan development to ensure that project activities are successfully implemented in a sustainable way.
