Lake Victoria Basin Commission (LVBC) is a specialized Institution of the East African Community (EAC) established by the EAC Partner States through a negotiated Protocol for Sustainable Development of Lake Victoria Basin. The broad mandate of LVBC is to promote, facilitate and coordinate activities of different actors towards sustainable development and management of natural resources of the Lake Victoria Basin.
The LVBC therefore hereby invites applications from suitably qualified citizens of the East African Community (Burundi, Kenya, Rwanda, Tanzania, and Uganda) for the following vacant position tenable at Lake Victoria Basin Commission, Kisumu, Kenya.

Job reports to: Deputy Executive Secretary (Projects and Programmes)
Job Purpose:
To coordinate and provide technical inputs in development, implementation, monitoring and evaluation of the Commission Projects and Programmes
Duties and Responsibilities:
- Assist the Deputy Executive Secretary for Projects and Programmes in policy guidance at various stages of projects and programmes development;
- Undertake collation and review of reports from studies and projects undertaken in the Lake Victoria Basin;
- Guide the process of identification and development of projects / programmes for the Commission;
- Liaise with the Commission’s Principal Resource Mobilization Officer and Basin’s key stakeholders in resource mobilisation, identification, appraisal and preparation of projects and programmes;
- Liaise with stakeholders in the preparation of memoranda and protocols to guide the implementation of agreed plans;
- Develop joint projects and programmes with the other Sectoral Programmes of EAC;
- Monitor and evaluate of the performance of project and programmes implemented by stakeholders;
- Network with Private sector and Civil Society organizations implementing projects in the Lake Basin;
- Develop an information database of all projects and programmes undertaken in the Basin – past and present;
- Collaborate with the Inter-University Council of East Africa and other institutions of higher learning in developing, resource mobilization and implementing demand driven research projects in the Basin;
- Keep track of international events that have a bearing on projects/ programme development in the Lake Victoria Basin;
- Promote a positive corporate culture and image of the EAC; and
- Carry out other duties as assigned by the Executive Secretary.
Qualifications and Experience:
- A Masters’ degree, in Natural Resources Management, Environmental Science, economics, development economics, macro/micro economics, Business Administration/Management or equivalent.
- Minimum of ten (10) years work experience in projects development with five (5) years at senior level.
Skills and Competencies:
- Must have excellent analytical and administrative skills;
- Knowledge of multilateral or bilateral development agencies’ procedures and operations;
- Must have conceptual, analytical, communication, public relations, planning, negotiation, networking, judgment, fundraising, budgeting, decision making, report writing and presentation skills;
- Demonstrate interpersonal skills and ability to work in a team and multicultural environment;
- Must be computer literate.
Education Qualifications and Relevant Working Experience:
Education Qualifications:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in the respective Partner States. This condition is applicable for locally and internationally attained qualifications.
Relevant/Working Experience:
Internship, training and apprenticeship will not be considered as relevant experience.
Eligibility:
Applicants from all five Partner States are eligible to apply for the above position.
Terms and Conditions of Service:
The positions are tenable for contracts of five years renewable once and are subject to the application of the EAC quota system.
