Lake Victoria Basin Commission (LVBC) is a specialized Institution of the East African Community (EAC) established by the EAC Partner States through a negotiated Protocol for Sustainable Development of Lake Victoria Basin. The broad mandate of LVBC is to promote, facilitate and coordinate activities of different actors towards sustainable development and management of natural resources of the Lake Victoria Basin.
The LVBC therefore hereby invites applications from suitably qualified citizens of the East African Community (Burundi, Kenya, Rwanda, Tanzania, and Uganda) for the following vacant position tenable at Lake Victoria Basin Commission, Kisumu, Kenya.

Job Grade: P3
Job reports to: Deputy Executive Secretary (Projects and Programmes)
Job Purpose:
To ensure that safety of navigation measures are operational and adhered to in Lake Victoria.
Duties and Responsibilities:
- Coordinate and liaise with Partner States in the implementation of the Lake Victoria Transport Law;
- Provide support functions for the development of the Maritime Safety and environmental protection of Lake Victoria;
- Provide information services including, development, maintenance and updating of databases on directories of centres of expertise, list of accredited training centres;
- Develop and maintain Lake Victoria Basin Website on regional developments of the maritime safety aspects of Lake Victoria;
- Provision of clearing house functions in the event of a major marine accident in the Lake;
- Promote and provide technical assistance on the establishment of national or regional marine pollution and accidents response capabilities;
- Prepare and implement projects/ programmes related to maritime safety on Lake Victoria;
- Coordinate missions, meetings, conferences related to the maritime safety on Lake Victoria;
- Coordinate research and investigations to facilitate decisions related to maritime safety;
- Prepare progress and annual reports; and
- Promote a positive corporate culture and image of the EAC.
Qualifications and Experience:
- A Masters’ degree in Maritime safety and environment protection, Maritime law, Marines science and engineering or equivalent.
- Minimum of ten (10) years relevant experience, with five (5) years at a Senior level.

Education Qualifications and Relevant Working Experience:
Education Qualifications:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in the respective Partner States. This condition is applicable for locally and internationally attained qualifications.
Relevant/Working Experience:
Internship, training and apprenticeship will not be considered as relevant experience.
Eligibility:
Applicants from all five Partner States are eligible to apply for the above position.
Terms and Conditions of Service:
The positions are tenable for contracts of five years renewable once and are subject to the application of the EAC quota system.
