Background:
Under the ongoing Cooperation between the government of the Federal Republic of Germany and the African Union, the German Federal Ministry for Economic Cooperation and Development (BMZ) has set up an Open Fund for Migration and Refugee Issues. Given the high political priority of the migration and refugee issues at the moment, the fund is intended to provide a flexible tool for the AUC to strengthen its coordination role in migration and refugee issues. Within the context of the migration challenges facing the African continent, and the prospects of reaping the benefits of a well- managed migration regime, the AUC has established the Division of Labour, Employment and Migration within the Department of Social Affairs which has the overall migration management responsibilities. The division works to promote the AU’s migration agenda, and provides support for the implementation of Member States’ policies in migration. The division further represents the African Union in relevant international fora, including the Migration and Mobility Dialogue, the Khartoum Process, the Horn of Africa Initiative as well as other initiatives. However, the Division’s capacity to execute its responsibilities is currently constrained due to staffing constraints.
Objective of the Consultancy:
The consultant will support the AUC, and particularly the Department for Social Affairs (DSA) in its day to day management of migration related activities. The objective of the consultancy is to enhance the capacity of the AUC to respond to the coordination needs in regards to migration on the continent. The consultancy further aims at capacitating the AUC in its role to support Regional Economic Communities (RECs) and Member States in managing migration.
Major Duties and Responsibilities:
1) Coordinate the work of the Division of Labour, Employment and Migration in the DSA;
2) Follow-up the implementation of activities regarding migration and development and other related commitments of African Heads of States and Governments;
3) Steer the process of developing a road map on the implementation of the Migration Policy Framework for Africa and the Joint Africa-EU Declaration on Migration and Development;
4) Follow-up and coordinate the implementation of the Migration Policy Framework for Africa and related matters;
5) Within the context of the Valletta EU Migration Summit, support the AUC in implementing regional migration policies and processes, such as the Khartoum and Rabat Processes, the AU-Horn of Africa Initiative on Human Trafficking and Smuggling of Migrants and the Africa-Arab Technical Coordination Committee on Migration;
6) Follow-up and coordinate the implementation of the Joint Africa-EU Declaration on migration and Development;
7) Contribute to the development of a regional approach to development activities relating to drivers of migration in source, transit and destination/receiving countries, such as work on research and evidence;
8) Follow-up and advise Member States on the implementation of the international instruments related to migration;
9) Promote the exchange of experiences and best practices on migration issues;
10) Prepare reports and convene relevant meetings on migration matters.
Key Deliverables
1) An inception report based on discussions with AUC and GIZ staff, including a detailed work plan for the consultancy (including formulation of deliverables);
2) Facilitation of the process of revising the Migration Policy Framework for Africa;
3) Facilitating the process of developing a plan of action for the implementation of the revised Migration Policy Framework for Africa;
4) Work plans, project proposals and concepts for migration policy and activities, as per DSA requirements;
5) A midterm report on migration activities and interventions at the AUC, which were supported by the consultant;
6) Regular meeting with / briefing of partners (particularly GIZ);
7) Organization and facilitation of workshops and other events as per the work plan of DSA;
8) Representation of the AUC in all relevant migration related processes and meetings;
9) Supporting the operationalization of action plans of the AU-Horn of Africa Initiative on Human Trafficking and Smuggling of Migrants and the Africa-Arab Technical Coordination Committee on Migration (including work plans, follow-up on activities, technical input into policy and programme documents, presentations, etc.).
Educational Qualifications and Experience required: MA in Political Science, Social Science, Law, or related field, ideally with a focus on migration or migration law.
Work Experience:
Work Experience:
At least 5 years practical experience in the area of migration, 3 of which should be at management level. Knowledge of international dialogue fora on migration, particularly in relation to the African Union required. Experience in working outside the home country within an international organisation required. Experience in working with the African Union or Regional Economic Communities is an asset.
Other Relevant Skills:
· Working knowledge of policy analysis and development in relation to migration;
· Experience in project planning, management, implementation, and monitoring;
· Working knowledge of results-based management;
· Experience in drafting reports, project proposals, as well as policy analysis;
· Experience in drafting speeches and PowerPoint presentations as well as presentation skills;
· Experience in organizing conferences and management of multi-stakeholder processes;
· Good communication and negotiating skills;
· Excellent interpersonal skills and ability to work in a multi-cultural environments;
· Must be computer literate.
Language Requirement:
· Excellent command in English (written and spoken) required. Knowledge of French is an asset.
