Summary of position:
The Senior Development Officer / Analyst works under the supervision of the Analyst Team Leader at the Canadian High Commission in Tanzania. The Officer works closely with a wide range of government officials, representatives of donor institutions, private sector and civil society, and with other Global Affairs Canada (GAC) officials; assists in the identification and development of Development programming in Tanzania; manages GAC bilateral projects and assists with project monitoring; contributes and participates in sector dialogue and review activities with Government of Tanzania officials and development partners; provides advice, analysis and reporting to the Analyst Team Leader; represents GAC in various development-related fora and meetings; and, performs other duties related to the delivery of GAC's aid program, as required.
Essential qualifications:
Education:
• Master’s degree in international development, economics, social sciences, political sciences, or public administration, or other degrees relevant to the Canadian development cooperation program.
Language:
• Fluency in English (oral and written)
• Fluency in Kiswahili (oral and written)
Experience:
• Minimum 5 years recent * experience working:
o In development cooperation project or program management including financial planning and reporting, as well as monitoring and evaluation
o With a range of stakeholders, including government officials, civil society organizations, implementation partners and project beneficiaries
*Recent is defined as within the last 10 years.
Knowledge & Abilities:
• Knowledge of Tanzania’s development context, trends and best practices in international development
• Knowledge of the Government of Tanzania’s plans, structure, policies and processes
• Knowledge of key stakeholders involved in Tanzania’s social and economic development
Technical Competencies:
• Strong research and analysis skills, including use of web-based tools
• Strong oral and written communication skills
• Superior planning, management, monitoring and reporting abilities
Behavioural Competencies:
• Demonstrated ease of networking, building alliances, and conducting productive dialogue and negotiations within a cross-cultural work environment

• Ability and willingness to work overtime when required & at short notice

• Hours of work: Normal work week 37.5 hours. The hours of work are: Monday to Thursday 07:30 to 16:00 and Friday 07:30 to 13:00.
