POSITION:Healthcare Database And Application Analyst II-1 POSITION
KEY RESPONSIBILITIES.
To develop strategy on Management Information Systems for AKHST Health Care System.
Responsible to manage and design electronic health record as per the international standard including WHO -ICD 10.
Design, document and maintain multiple complex relational database architecture, database modeling and data warehousing platform. Leads strategic
Responsible for Disaster Recovery site/plan of IT architecture of the institution. Maintain RMAN, Archive and other critical database procedures.
Ensures optimal performance for Enterprise Resource Planning (ERP) systems. Implement, evaluate and design ERP applications. Troubleshoots ERP-related issues and monitors ERP systems security. Installs new releases, system upgrades and patches, as when required.
Implement and lead an effective project change management process that pro-actively identifies project changes, incorporates an appropriate impact analysis and approval for such changes across the Enterprise Resource Planning (ERP) program team.
Responsible for implementation and management of eHealth (tele-consultation & eLearning) projects nationwide.
Design appropriate metrics for reporting on key performance and quality indicators, particularly in terms of
Server management including Virtualization and storage management.
Work with the Head of Department to develop and oversee enterprise security standards and policies.
Manages IT security to ensure that all HMIS and ERP applications are functional and secure.
Maintain the overall availability, scalability, integrity and quality of the Oracle & SOL Server databases for all environments including regular data improvement and hygiene, enforcement of database business, processes, management of business rules and set-up functions of the databases.
Provide 2nd line Application Support on complex internally and externally devetoped applications.
Provide timely and expert advice on emerging trends and issues affecting Service Delivery and Support.
Develop stratagem to allow Application Support to manage resultant problems.
Provide technical support and training for in-use applications, including orientation for all new staff and provide specialized training in response to changing roles, business processes, database functionalities / securities.
Writing programs in multiple languages (VB, ASP Classic, ASP.Net) and databases (Oracle, Access, SOL server) If needed.
Any other duties of a comparable level as directed.
QUALIFICATION, KNOWLEDGE & EXPERIENCE
Masters Degree in MIS, IT or related field from Tanzania and International Renowned Universities.
Oracle Certification Professional or equivalent.
Minimum of 4-5 years of experience of working with a large health care network and a Teaching University.
Experience and proven skills in Oracle and MS SOL RDBMS.
Must be well versed with the Database Recovery and Security related issues.
Expertise in writing SOL statements.
Some development experience in at least 1 major programming language
Attendance of specialized courses and experience of attending international symposiums and workshops will be an added advantage
