Locally known as the Walter Reed Southern Highlands AIDS Program, the Henry Jackson Foundation Medical Research International(HJFMRI) is an international non-governmental organization working in several countries conducting research studies and providing care and treatment to people affected by HIV/AIDS. HJFMRI is funded by the Presidents Emergency Plan for AIDS Relief PEPFAR. In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President's Emergency Plans for AIDS Relief (PEPFAR). The program is based in the Mbeya and has since extended to more than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment area of about 6 million people. Mbeya region is one of high prevalence regions in Tanzania and expansion of HIV care and treatment programs is critical. Walter Reed Program is seeking qualified candidate to fill the positions below.
Job Title: Fixed Assets/Inventory Control Officer Reports to: Procurement Director Location Mbeya
General Overview: This position is created for maintaining effective and efficient performance of fixed assets and inventory control services for the program. The incumbent is responsible for ensuring smooth execution of Fixed Assets/Inventory Control function by maintaining an updated fixed assets register throughout the year, and inventory control management for HJFMRI-Tanzania's operations.
Duties and Responsibilities. Implements and enforces fixed asset policy and procedures Maintains inventories fixed assets custodial records Report In writing all changes in status of fixed assets to the Procurement Director. Monitors inventories/fixed assets and verify that it is maintained in a secure and safe manner. Performs inventories based on inventory schedules provided by , Procurement Director, any deviation from this schedule must be submitted to the Procurement Director through written correspondence.
Performs property inventories as directed and reports the results to the Procurement Director. Performs inventory of all fixed assets transferring to another location (Regional office or Partner sites).
Reports changes in asset status and excess status to the Procurement Director for eventual disposal requests. Responsible for tagging or engraving bar codes to the fixed assets as supplied and directed. Ensure property is only used for official purposes. Reports any property incidence (such as lost or stolen assets) to the Procurement Director and official authorities (i.e. security and police) Ensures hand receipts are Signed and filled for all portable electronic devices (laptops, netbook, ipads etc) in accordance to HJFMRI Form Ensure laboratory equipment is decontaminated prior to relocation, donation or disposal of equipment.
In collaboration with senior logistics officer and IT Manager tracks the maintenance of program equipment (including vehicles, IT equipment) or leased equipment (if any). Perform any other related duties as assigned by the superiors. Provide response to raised audit queries and implements the audit recommendations without hesitation Work closely with Regional Program Managers, Regional Office Managers, Laboratory admin and stores officer to ensure everything is captured in the register. Prepare and submit monthly fixed assets report to the supervisor Perform any other duty as assigned by supervisor.
Qualification and Experience: A minimum of a Bachelor Degree or its equivalent from a recognized institute of higher learning in the field of Procurement and inventory Management, Inventory Control, Materials Management, or related field. A minimum of three years of working experience at comparable level in a busy organization or an NGO with Significant experience in inventory control Management.
Essential Skills and Abilities • Ability to multi-task and take proper decision and action whenever any difficult situation is experienced. • Be willing and able to meet tight deadlines and work long hours when required. • Possess good report writing skills. • Excellent computer skills in Microsoft office programs and ability to employ computerized systems to schedule work. • Good analytical and organizational skills • Desire to learn every detail related to inventory business • He/she should be able to enjoy clerical and administrative work with good planning and numeric skills. • He/she should have a methodical approach to complete the assigned work and should pay strong attention to detail.
