Locally known as the Walter Reed Southern Highlands AIDS Program, the Henry Jackson Foundation Medical Research International(HJFMRI) is an international non-governmental organization working in several countries conducting research studies and providing care and treatment to people affected by HIV/AIDS. HJFMRI is funded by the Presidents Emergency
Plan for AIDS Relief PEPFAR.
In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President's Emergency Plans for AIDS Relief (PEPFAR). The program is based in the Mbeya and has since extended to more than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment area of about 6 million people. Mbeya region is one of high prevalence regions in Tanzania and expansion of HIV care and treatment programs is critical.

Job Title Continuous Quality Improvement Program Advisor
Reports to CQI Director
Location Mbeya headquarters
General Overview:
Under the supervision of the CQI Director, the CQI Program Advisor will provide technical advice to the HJFMRI HIV program and ensure quality improvement initiatives are mainstreamed into a comprehensive HIV prevention, care and treatment program and included in the overall
program portfolio, while adhering to the Tanzanian Quality Improvement Framework in Health Care. The Continuous Quality Improvement Advisor will be part of the CQI team at HJFMRI, with close links
to the technical staff and with the main focus on improving the quality of HIV services provided by the organization, as well as HIV services provided by supported health facilities and outreach partners. Quality of program activities will be measured and analyzed and feedback to
senior management a regular basis is expected she/he will De based in Mbeya with frequent (40%) travels to the Southern Highland regions and occasional travel to Dar Es Salaam for different program activities.
Primary Duties and Responsibilities
• Build capacity of the HJFMRI HQ, regional and district teams to ensure quality improvement activities are included on program, R/CHMT and facility/outreach partner levels
• Coordinate and conduct training of health care workers and out- reach partners in HIV related Quality Improvement (QI) activities.
• Work in close collaboration with CQI officers at regional level, be it HJFMRI staff or CQI coordinators at the Regional Medical Office, and assure consistency of HIV care and treatment services in supported sites as per established national guidelines
• Collaborate with HJFMRI technical leads and regional teams, as well as R/ CHMTs to develop and maintain an effective and coordinated approach to supportive supervision
• Effectively collaborate with field based WRP/HJFMRI clinical team and health facilities CQI teams to analyze gaps and challenges identified during supportive supervision visits and subsequently provide technical assistance for remediation/action plans
• Coordinate as a HJFMRI focal person the implementation of SIMS activities through the WRAIR US embassy team, including preparation of SIMS visits at health facility and outreach partner level and communicate with the WRAIR US embassy team
• Together with other technical advisors in the program, regional and district teams, as well as R/CHMTs, develop clinical program quality indicators and track them over time, using the results for remediation of gaps and challenges
• Revive or newly establish CQI teams at health facility and outreach partner level and communicate with the teams on a regular basis
• Receive QI reports' from facility based and outreach partners with QI teams on a regular basis, analyze the reports and provide written feedback to the partner leadership and the HJFMRI management.
• Facilitate and participate in site visits to assess the progress in CQI implementation at partner level and identify ways forward to deal with challenges '
• Collaborate with RHMT and CHMT to identify CQI implementation gaps and develop evidence based interventions to rectify and maintain quality HIV &AIDS services.
• Work with field based clinical teams to provide on-site QI consultations and coaching to supported sites, using information gathered. during assessments, so that results are used to effect changes in
• HIV clinic practice. ,
• Any other duties to support the program as assigned from time to time
• Secondary Responsibilities:
• Support the HJFMRI technical team at Mbeya HQ to mainstream CQI in their work plan activities and monitor the implementation of these activities.
• Ensure availability and use of the national and international policies, guidelines, training manuals, recording and reporting tools and information, education and communication materials that
• relate to the Quality Improvement Program/Initiative
• Periodically measure and improve the quality of HIV/AIDS and related care, be it through supportive supervision and / or other available means
• Convene QI meetings at different levels, notably for program staff and representatives of medical and outreach partners
• Communicate best practices and updates to ensure consistency in the program application and to maximize effectiveness in overall program implementation and management
• Participate in QI meetings at local, national (Ministry and USG) and lnternational levels
Required Skills, Knowledge & Experience
• MD, a degree in Public Health is an added advantage.
• At least 2 years of experience in planning and implementing HIV/
• AIDS care and treatment programs, PEPFAR experience is an added advantage
• Prior experience coordinating HIV & AIDS quality improvement initiatives is an added advantage.
• Strong interpersonal, oral and written communication and presentations skills in English
• Excellence mentorship, coaching; facilitating and team building skills
• Basic understanding of monitoring and evaluation and data analysis is an added advantage
