National Financial Management and Procurement Expert for the Private Forestry Programme
The Programme Support to private plantation forest~ and value chains in Tanzania - Panda miti kwa biashara aims at increasing rural income in the Southern highlands area, thereby reducing poverty and inequality, through developing sustainable plantation forestry, value addition including employment creation in the entire production value chain from quality seeds to quality products in markets. The Program will support sustainable land use planning, facilitate the organising of tree growers into Tree Growers Associations (TGAs), and develop the capacities of tree growers, SMEs and service providers (extension and business services). The Program will accelerate tree growing, improve its quality and strengthen the quality of wood processing. The experiences of the Program's innovative approaches will be processed into best practices to be disseminated widely within the sector
Duration: Until 31.12.2017
Post location: Njombe District
The key beneficiaries of the Program are private tree growers and wood processing SMEs in the Program area, especially members of already existing and to be established Tree Growers' Associations (TGAs).inclusive and equal participation in TGAs will be promoted, and the rights of vulnerable groups will be strengthened through their proper involvement in the land use planning processes, through supporting their employment in the value chain as well as through promoting income generation in collaboration with relevant other programs and NGOs.
Key implementing entities and partners under the PPP framework include the Ministry of Natural Resources and Tourism (MNRT), the Tanzania Forest Service, District councils of the area, training and research organizations, TGAs and their district apex entities, as well as medium and large-scale private forestry plantation owners/wood processors.
The total proposed budget for the first four years by MFA Finland financing is EUR 19493 376. The Tanzanian part of the budget will be EUR 98S 950 or S% of the total budget. Initially, the Program is planned to be a long term partnership. reflecting the growing period for high quality timber.
Key qualifications:
• At least B.5c. in Accounting, Economics, Financial Administration or related field and experience in financial administration and management
• CPA (T) - National Board of Accountants and Auditors (NBAA)
• Experience in financial management of international projects
• Fluency in spoken and written Kiswahili and English languages
• Ability to write reports for management
• Minimum 7 years of relevant working experience
• Experience in working with financing mechanisms relevant to the proposed TGI5 (e.g. small grants programs)
Main Functions:
The National Financial Management and Procurement Expert will be' responsible for the implementation of all the activities related to the project financial management in close collaboration and under the supervision of the International Financial Manager. S/he shall gradually take over the overall responsibility for the financial and administrative functions of the project, including logistical services; s/he will prepare financial management and administrative rules to be followed by all project implementing partners and train them in following the rules; s/he will support the Programme Director in financial planning, budgeting and producing timely expenditure reports and support the International Financial Manager in contract management and procurement. In collaboration with and under the supervision of the International Financial Manager s/he will contribute to the TGIS planning, establishment, management and development. Together with the Plantation Forestry Manager s/he will monitor project fund management activities by tree growers and TGAs.
In particular s/he will be responsible for:
• Implement financial planning and budget monitoring in all financial matters (managerial accounting, treasury and control), including monitoring of TGIS fund use and management.
• Practical input in administrative policies and procedures
• Practical input in TGIS development
• Responsible for procurements according the procedures of MFA
• Capacity building (training, development of manuals) on financial management
• Managing the contracts for any outsourced services
• Prepare monthly accounts and quarterly and annual financial reports as agreed in the work plan
• Administrative day-to-day support to International Financial Manager
• Responsible for day-to-day accounting of project expenses
• Any other duties that may be assigned by the International Financial Manager/Programme Director.
S/he will work in collaboration with and under the supervision of the International Financial Manager/Programme director and will report to them.
