2. Duties and responsibilities
The accountant will be located in different Refugee camps (Kigeme Refugee Camp, Gihembe Refugee Camp, Kiziba Refugee Camp, Nyabiheke Refugee Camp, Nkamira Transit camp, Nyagatare Transit camp );
He/she will report directly to the Camp Manager.
She/he will be in charge of:
- Prepare salaries for Camps Staff
- Draw up pay statements and check regularity of staff contributions &Taxes (CSR,RAMA&TPR);
- Update banking books;
- Charge budget expenses and file all vouchers relating to such operations;
- Conduct operation of bank reconciliation at the end of each month and draw up monthly balance sheet;
- Prepare periodic financial reports respecting the deadlines;
- Transmit extracts of accounting books each month to the Ministry, together with statements and supporting evidence needed;
- Keep books of the management accounts;
- Keep special accounting records (registries for annual inventories of the assets of the Camps and computerize. annual depreciations of fixed assets);
- Centralize &supply needs and other equipment essential for the good functioning of the Camp.
- Follow up the supply of firewood in the camp and Transit Center.

- A0 Accounting, Finance, with 1 year working experience.
TERMS OF REFERENCE FOR SOCIAL WORKERS FOR NKAMIRA AND NYAGATARE TRANSIT CAMPS

Title: SOCIAL WORKER

MIDIMAR, Nyagatare Transit camp (RUSIZI DISTRICT)
Initial duration: ONE YEAR RENEWABLE
Direct Supervisor: CAMP MANAGER
2. Duties and responsibilities
The Social worker will be located in each of the following 02 transit camp: Nkamira Transit camp, Nyagatare Transit camp, He/she will report directly to the Camp Manager.
She/he will be in charge of:
- Reception and registration of all returnees received;
- Identify their needs when arrived in the Transit Center;
- Identify vulnerability cases and find solutions in collaboration with partners;
- Report periodically on food distribution and non food items;
- Organize the Transfers of Rwandans returnees to their home districts;
- Make daily, weekly and monthly report;
- Perform other relevant duties as assigned by the supervisor.
3. Qualifications and Experience
Required Qualifications:
- A0 in Social Sciences with 2 year working experience.
- Good ability to communicate (verbally, writing and reading) in English and/or French
- Proficiency in working with common computer applications, especial Excel, Word and Access.
TERMS OF REFERENCE FOR CAMP MANAGER

Title: CAMP MANAGER

MIDIMAR, Nyabiheke Refugee Camp Initial duration: One year renewable
Direct Supervisor: Director of Refugee Affairs Unit
2. Duties and responsibilities
The Camp Manager will be located in each of the following 02 Refugee Camp (Gihembe Refugee Camp, Nyabiheke Refugee Camp). He/she will report directly to the Director of Refugee Affairs Unit
She/he will be in charge of:
- Ensure the community based camp management and coordination;
- Ensure security in camp by strengthening low enforcement in the camp;
- Ensure reduced risk of gender based violence;
- Ensure coordination and enhanced communication among different partners in camp to help and provide timely and appropriate assistance to refugees;
- Working closely with local legal institutions for effective management of the camp;
- Enhancing the good relationship between refugees and local citizens surrounding the camp;
- Actively participate to all activities organized by or in collaboration with the Rwandan Government to assist Refugees in the camp;
- Monitoring and reporting all camp based activities periodically to the Ministry.
3. Qualifications and Experience
A0 in Political Sciences, Public Administration, Social Sciences, Development Studies, or other relevant field with 3 year working experience
Desired qualifications:
- Ability to communicate in English
- Proficiency in working with common computer applications, especial Excel, Word and Access.
- If he/she lives near by the Refugee Camp will be an added advantage.
- Having an experience in Refugee Affairs field, working with vulnerable groups will be an added advantage
TERMS OF REFERENCE FOR ENVIRONMENTAL SPECIALIST
1 General Information
Title: ENVIRONMENTAL SPECIALIST

Location: MIDIMAR Headquarter
Initial duration: One year renewable
Direct Supervisor: Camp coordinator
2.Duties and responsibilities and output expectations
The environmental specialist will be located in Kigali (MIDIMAR Headquater): She/he will report directly to the Camps Coordinator.
She/he will be in charge of:
- Conducting Environmental Risk Assessment in and around refugee camps or Transit Centers;
- Develop environmental protection responses and mitigation measures in and around refugee camps or Transit Centers;
- Supervise and manage the implementation of mitigation measures;
- Collaborate with relevant District officials during the Environmental Risk Assessment and the implementation period of mitigation measures in and around refugee camps or Transit Centers;
- Provide on time reports to MIDIMAR and ensure its submission to the donor to enable transfer of the funds on time and provide regular monitoring and progress reports on the on going mitigation programs;
- Report to the Camps coordinator;
- Perform any other related task as it may be assigned by relevant authorities in the Ministry
4. Qualifications and Experience
Required Qualifications:
- Holding a bachelor's degree in environmental studies,
- Good ability to communicate (verbally, writing and reading) in English or French
- in the design, implementation, monitoring and evaluation of environmental projects;
- Proficiency in working with common computer applications, especial Excel, Word and PowerPoint.
