BACKGROUND
The Rwanda Utilities Regulatory Authority (RURA) is a multi-sector regulator; with the mandate to regulate certain public utilities including /CTs, Energy Water; Sanitation and Transport. To fulfill its mission, RURA wishes to recruit competent and skilled staff to fill the following positions:
1.Costing and pricing analyst (1)
2.Business and Investment Plan Analyst (1)
3.Legal officers (2)
4.Officer in charge of rural water supply monitoring (1)
1. COSTING AND PRICING ANALYST (1)
Duties and Responsibilities:
- to prepare and analyze financial and economic data for the development of tariff systems as well as the preparation of economic -financial lad/Ca/ors for the assessment of expenditures and revenues of regulated utilities and other economic parameters for the tariff regulation purposes.
- To maintain economic and financial models used to define and determine cost and revenue relationship associated for the father tariff review.
- To perform special studies on tariff regulation initiated by RURA and/or requested by regulated utilities and conduct audits to ensure compliance with tariff policies and procedures and safeguarding of assets
- To conduct studies to develop new or update existing procedures relating to financial and accounting matters of regulated utilities
- To provide technical and professional advice and assistance in tariff regulation matters pertaining to financial policy and procedure, cost analysis, rates and asset contra/ of the regulated sectors
- To participate in the analysis of tariff review request and financial report and initiatives various improvements to upgrade the quality of financial and rate related systems
Job Requirements and Qualifications
- Expected background, experience and competencies of costing and pricing analyst are:
- To be Rwandan by Nationality
- A Bachelors degree in economics or finance, accounting with 5years relevant work experience in economic or financial analysis, 3 years of experience in tariff setting of public utilities is an added value:
- Knowledge of and interest in ICT; Energy, Transport, Water and Sanitation sectors regulation;
- Ability and motivation to learn from colleagues and work under pressure:
- IT literacy with good working knowledge of office applications;
- Fluency English and Kinyarwanda (both spoken and written) and preferably with working knowledge of French.
2. BUSINESS AND INVESTMENT PLAN ANALYST
Duties and Responsibilities
- To develop and update business and investment plan templates suitable for the regulated utilities
- To analyze investments and business plans from license applicants fn regulated Public Utilities,
- To monitor the compliance of public utility serve providers with their investment and service coverage plans,
- To enforce compliance with binding legal contributions from different Service Providers,
- To conduct Financial/ analysis in order to determine the efficiency level of the licensed utility service providers.
- To participate in the market analysis and assessment of the regulated sectors with a view to balance interests from different stakeholders.
Job Requirements and Qualifications:
- Be Rwandan by Nationality
- A Bachelors degree in economics, finance or management 5years relevant work experience in public utilities 3 years of experience in Financial analysis is an added value;
- knowledge of and interest in /CT Energy Transport, Water and Sanitation sectors regulation Ability and motivation to /earn from the expert and colleagues;
- Ability to work under pressure and be proactive, dynamic and goal driven;
- Have a high level of integrity and faithfulness
- IT literate scientific & planning software knowledge (spss);
- Fluency English and Kinyarwanda (both spoken and written) and preferably with working knowledge of French.
3. LEGAL OFFICERS
Duties and Responsibilities
- To participate in the preparatory work of Policies and Laws governing all regulated Sectors;
- To initiate to draft and translate all Laws and regulations in all regulated sectors where required:
- To follow up the Laws and Regulations of all regulated sectors and lobby for their amendment or enactment:
- To draft and translate into official language all regulations to be approved by the Regulatory Board of RURA and make sure that they are duly published at RURA Website and in National Official Gazette;
- To Carry out the review of Licensing regulations, rules and guidelines in collaboration with other departments
- To draft other legal instruments in connection with the Authority functions:
- To deal with disputed claims and litigations involving RURA and represent the Organization before the Court of Law and in any other legal proceeding or arbitration in which the Authority may be involved;
- To carry out any other activity that may be assigned by the Supervisor.
Job Requirements and Qualifications:
- Be Rwandan by Nationality
- A Master degree in law with 5 years relevant work experience in legal matters, 3 years of experience in legal drafting and/or translation is an added value;
- Willingness and ability to contribute to the successful development of all regulated sectors; Ability and motivation to /earn from the colleagues;
- Ability to work under pressure:
- Fluency English and Kinyarwanda (both spoken and written) and preferably with working knowledge of French,
- IT literacy with good working knowledge of office notifications;

4. OFFICER IN CHARGE OF RURAL WATER SUPPLY MONITORING
Duties and Responsibilities:
- Develop overall process and strategic approach for rural water supply service regulation,'
- Prepare annual operational plan of activities and budget for rural water supply service regulation;
- Initiate any relevant regulatory tools for sound regulation of rural water supply services:
- Establish technical terms, conditions and specifications for licenses, permits and authorizations in rural water supply services;
- Provide technical advise on all aspects of rural water supply services,
- Develop and enforce rules for audits and inspections and report any non-compliance in rural water supply services,
- Conduct regular monitoring and evaluation assessments of rural water supply services,
- Perform regular rural water quality assessments and report any non-compliance; 0 Investigate alleged breaches of standards and regulations in rural water supply services and initiate enforcement
- Initiate reporting framework for rural water supply services and ensure its execution;
- Compile reports and data from service providers in rural water services to ensure compliance with standards and regulations and report on performances'
- Participate in the preparation of the sector report specifically in providing data on types and quality of water treatment in rural water service provision,
- Perform investigations on water treatment failures and incidents in rural areas,'
- Assist in the development of water quality standards,
- Monitor the quality of service provided by operators in rural water supply,
- Advise on the development of alternative technical standards to meet social objectives;
- Define performance indicators for rural water supply services and prepare annual performance report,
- Perform any other duty as may be requested by the Supervisor
Job Requirements and Qualifications:
- Master's degree in water civil or environmental engineering with civil or water engineering background,
- Bachelor degree in water or civil engineering with a minimum of five years of relevant significant work experience in water
- Preference will be given for experience in water regulation.
- Be proactive, dynamic and goal driven
- Fluency English and Kinyarwanda (both spoken and written) and preferably with working knowledge of French:
- Computer literacy with good working knowledge of MS office applications.
