The Deputy Chief of Party (DCOP), Tanzaniawill provide overall technical leadership to the project, transform the quality and delivery of advocacy interventions. S/he shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills and professional relationships to fulfill the requirements of the program description. Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community based organisations is essential.

RESPONSIBILITIES INCLUDE:
  • Direct and oversee World Vision's work in an assigned programme of more than US$10 million, ensuring that all programme goals are met through proper design, staffing, and implementation
  • Organise and direct the work of local staff and short-term advisors. Provide supervision, training and performance appraisals
  • Liaise with host government officials; coordinate and collaborate with top-level officials of the Ministry of Public Service and Labour, Ministry of Education, and other agencies related to the programme
  • Manage grant/project budget within approved spending levels and ensure accurate and timely financial reports to donors and WVUS International Programs Group headquarters staff
REQUIRED SKILLS INCLUDE:
  • Familiarity with the technical components of the project and the support services they required, and be able to represent the project in public presentations of project programs.
  • The Deputy will ensure that project operations and sub-grantee management activities are fully compliance with USAID regulations and integrated with host-country.
  • Strong experience in sub-grantee management, including building the capacity of local organisations and subgrantees in U.S. government (USG) - supported grants.
  • Coaching, advising, and enforcement are essential functions of this position.
  • Experience in monitoring and evaluation of advocacy and accountability programs.

The Chief of Party (COP), Tanzaniawillhave overall responsibility for the management of all project activities and staff. S/he will have principal responsibility for representation for the projects to the United States Government (USG). The COP will serve as representative of the project and will be responsible for the activities and all long-term and short-term personnel under this grant. The COP shall have a keen understanding of the unique political dynamics and will work carefully and collaboratively to support the various political entities in (country of the grant).

REQUIRED SKILLS INCLUDE:
  • Minimum of 10 years of experience in development working with local governments, civil society and communities.
  • Demonstrated understanding and knowledge of decentralization in the Tanzanian context, Tanzania’s sociopolitical economy, advocacy, health and education sectors.
  • Excellent managerial and operational experience, preferably in managing large donor projects involving coordination with multiple program partners or institutions in Tanzania or the region.
  • Past experience of working with USG supported projects and knowledge of financial rules and regulations at a senior level.
  • Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.
  • Excellent representational and communication skills, written and oral proficiency in English, and verbal communication skills in one or more local Tanzanian languages (i.e. Swahili and other local languages).
  • Experience in integrating teams of professionals around common goals and motivating through visionary leadership.
  • Mastery of USAID regulations governing such programs.

World Vision Tanzania is seeking to recruit a suitable candidate to fill the following position:

Job Title: Sponsorship Officer-database
Reports to: Cluster Sponsorship Officer
Location: Cluster Office
Purpose of the position:
To handle sponsorship business processes in the cluster and facilitates proper functioning and updates of the sponsorship systems (KPI, CMS and STEP) as per Sponsorship Minimum Programming Standards (SMPS).
Communicate World Vision's Christian ethos and demonstrate a quality of spiritual life that is an example to others.
Major Responsibilities
1: Receive, sort and dispatch all mails/parcels and seasonal cards to and from the ADP and NO
2: Process information in STEP and support ADP staff to respond to email queries from various SOs and submit periodic reports (weekly, monthly, quarterly, biannual and annual)
3: Receive Child to Sponsor (C to S) mails, APR and Christmas cards from ADPs and ensure that mails and parcels are encoded properly, verify sponsor address, print and facilitate affixing of sponsor labels and stamps
4: Handle and distribute all incoming GNs from SOs to ADPs along with the preparation of summary GN reports by SOs.
5: Key in data on STEP and SD+ in a timely manner and update RC information on an annual basis and CMS on a quarterly basis
6: Read and create S.O. diskettes, prepare discrepancy memos for reconciliation once per week and perform daily backups
7: Receive, review and process digital images and transfer them to the respective Support Office
8: Ensure that all project data presented in PIH/PMIS  are accurately updated into sponsorship databases for the ongoing and new projects.
Qualifications:  Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Minimum Qualification required: Qualification required: BA in social sciences and other related fields
  • Basic knowledge in computer
  • Experience:  1 - 2 years
Other Technical Skills & Abilities:
  • Computer skills 
Other Competencies/Attributes:
  • Must be a committed Christian, able to stand above denominational diversities.
  • Perform other duties as required.
Working Environment / Conditions:
  • Work environment: Few office work with frequent visits to the field
  • Travel:  20% Domestic travel is required.

Job Title:  Senior Accountant

Purpose of the position:
Providing customer focused professional services for enhanced quality ministry in improving organizational culture and capacity for effectiveness and efficiency in achieving child wellbeing outcomes, by coordinating implementation of accounting activities in the area of cash disbursement and financial management

Major Responsibilities;
  1. Pre-audit of financial transaction (authenticity, source accuracy, and completeness of raw accounting data submitted for payment)
  • Review the vouchers to ensure they have all relevant backups
  • Check the authenticity and arithmetical accuracy of all vouchers by attaching the calculated print out
  •  Ensure all vouchers posted in sun system are physically available               
  • Ensure accuracy and timely entry of accounting information, cheque disbursement, nt                    deposit and receipt  
    2. Ensure accuracy and timely Preparation of cash disbursement vouchers, Cheques writing and  Banks transfers disbursement
  • Ensure timely Preparation of deposit vouchers
  • Ensure  receipts are timely issued on cash and cheques received
  • Ensure timely Preparation of Journal listings to facilitate entry of accounting information into sun system database
   3. Ensure that all cash/bank payments and staff advances are within the internal control system and approved budgets
  • Review the staff advance requests and ensure are within the internal control system and approved budgets
  • Review the vendors payment vouchers and ensure are within the internal control system and approved budgets
  • Ensure credit advice notes are sent to vendors
  • Review the petty cash request and facilitate payment
  • Ensure timely preparation of cash movement register (twice/week)
  • Review and facilitate deposit of monthly projects funding
   4. Ensure Payroll processing with all its schedules are accurately done in accordance with governing policies, rules & regulations  and in a timely manner
  • Review payroll schedules to ensure its accurately done
  • Ensure staff PAYE and NSSF are timely submitted
  • Process the payment of staff salaries and ensure timely deposit to their respective bank accounts.
  • Ensure timely preparation and submission of semi annual and annual taxi returns
  • Ensure staff terminal benefits are correctly calculated, coded  and timely paid
   5. Ensure monthly Audit trail is conducted.
  • Ensure availability of all vouchers
  • Ensure all vouchers in the systems are available, reviewed, approved, stamped “PAID&POSTED” and well filed
  • Ensure availability of updated list of signature bank
  • Facilitate Internal and external Audit
  • Ensure availability of updated signature control list
   6. Management of SA & PA
  • All received SA are properly coded and booked, follow up is made on the implementation to the respective deportment / project for timely clearance and accounting for
  • All received pre-approvals (PA) are followed to the implementing projects/department, the cost incurred paid for and booked accordingly.
  • All the PA expenses are SA’d timely and sent to the respective offices with correct and accurate back ups for timely approval and clearance
  • Thorough reconciliation and timely clean up of all accounts ( 240s,…) associated with Settlement Advices (SAs)
   7. Ensure the performance management is practiced within the unit to enhance performance, smooth staff relation and accountability.
  • Conduct capacity building to the Disbursement Team
  • Measurement of performance of the team reporting to you
Close supervision and meetings to discuss monthly performance, challenges and put the way forward  to ensure green score in finance score card
Other Competencies/Attributes:
  • Must be a committed Christian, able to stand above denominational diversities.
  • Perform other duties as required.
Qualifications:  Education/Knowledge/Technical Skills and Experience

    • Tact and diplomacy in dealing with staff-related to work environment needs
    • Ability to maintain effective working relationships with all levels of staff
