Job
Summary
The Program Coordinator (PC) for
Pastoralist Program (PP) will provide overall leadership and coordination for
ensuring the accomplishment of the objectives of this Program Initiative under
his/her responsibility. The PP is a funding mechanism by Irish Aid with Program
activities implemented with partners throughout the lower Eastern Arc; coast,
central, north and north eastern Tanzania. Funding for this contractual
agreement is earmarked for civil society strengthening with programmatic focus
on governance, land rights, gender equality and climate change. The purpose is
to contribute to a vibrant, legitimate, and diverse pastoralist civil society,
capable of monitoring and influencing the livestock sector performance with
specific focus to advancing pastoralist men, women and children’s rights to a
sustainable livelihood. To deliver quality results, CARE is working with three
categories of partners: the Tanzania
Natural Resources Forum (TNRF) as strategic partner in all stages of program
implementation; the national level networks and CSOs for national level policy
advocacy and local level SCOs for generating evidence for policy advocacy.
For CARE Tanzania, the PP provides an
important window to realise the overall country office’s long term Program
strategy with an overarching goal of ensuring vibrant, equitable and resilient rural communities where women are
empowered to realize their social, political and economic rights and natural
resources are sustainably managed in a changing climate. CARE Tanzania
and Irish Aid have prioritized effective evidence based advocacy for policy
influence; pastoralist representation at local and national level dialogues;
building capacities of pastoralist CSOs and that of local government
institutions as key towards achieving the overarching goal of reducing poverty
and vulnerability of pastoralist men, women and children in Tanzania.
Hence forth, the PP Coordinator
position will be responsible for providing strategic decisions on program
implementation, and taking lead on execution of core activities, including
impact monitoring and measurement systems, capacity building of partners and
coordination. In doing so, the PC will be required to work closely with the
civil society partners for enhancing social movements for change, influencing
national level policy as well as contributing to national and international
debates in range lands governance, pastoralist land rights, gender equality and
climate change in ensuring that the Pastoralist program remains relevant and
strategic.
In consultation with the supervisor,
the PC manages the budgets and ensure that it is fully compliant with CARE’s
Adaptive Planning (AdP) format. Through working with respective heads of
national level partner institutions in advocacy, the PC facilitates nomination
of qualified staff to contribute into Program Initiative implementation. The PC
promotes highest level of team performance and that ensures all partner staff
assigned by their respective institutions to work for the program initiative
provides the necessary input into the program implementation activities.
Establish and maintains effective working relationships with key government
partners, donors and NGOs working around the same thematic focus of the program
initiative.
The position
will include providing secretarial services to the Pastoral Program Steering
Committee (PPSC), ensuring timely approval of Civil Society Organizations (CSO)
proposals and coordinate transparent system of disbursement of grants
accordingly to CSOs and networks as well as ensuring technical support is
provided to partners involved in programme implementation. The PC is also
responsible to maintain liaison with the donor and the government and ensuring
that both financial and narrative reporting are prepared and submitted
accurately and timely.
The PC is expected to maintain effective
working relationships with other CARE staff working with other CARE program
initiatives and Technical Units.
Key Responsibilities and Tasks
Job Responsibility #1: Program Initiative Planning and
Implementation
|
30% of time
|
§ Manages the entire Pastoralist program
implementation, planning process including the development and revision of
annual plans in collaboration with the main partner TNRF, program initiative
staff, other CSO partners and senior program staff.
§ Takes the lead in the implementation of key
program initiative processes and activities to include program coordination,
building and strengthening partnerships, civil society capacity building and
networking. Based on accomplishments and achievements adjusts program targets,
strategies, resources and delegation of responsibilities to ensure appropriate
progress towards program initiative objectives;
§
Take initiatives to steps leading
to objective and transparent selection of civil society organizations that will
be provided sub-grants for implementing projects under the PP using established
criteria and advice from PPMT and PPSC across the target regions.
§
Facilitate Institutional Capacity
Assessments to Local Government Authorities and prospective CSOs and ensure
that the outcomes are used to inform the program initiative in decision making
on areas and CSOs for implementing the in target regions.
§ Facilitate Pastoral Civil Society organizations meetings to discuss
pastoral issues, and strengthen pastoral CSOs networking.
§
Facilitate pastoralist
stakeholders meetings for discussing program initiative progress and for
getting feedback on implementation.
§ Maintains ongoing communication with program
initiative partners and stakeholders regarding program progress and challenges;
§ Continuously assesses program initiative’s
context, assumptions and changes in the working environment to ensure that the
focus, strategies and activities remain relevant and to proposed adjustments
when needed.
§ The PC collaborates with key Country Office
Senior management to make strategic decisions and defines strategies to execute
the decisions reached.
Job Responsibility #2:
Staff and Performance Management

§ Facilitate the recruitment of all Program
Initiative staff involving CARE senior program staff, senior program support
staff and partner staff, in collaboration with the Technical Unit Director,
NRCC
§ Facilitates building the technical and managerial capacity of CARE
and partner staff in relevant technical areas to include natural resource
governance, pastoralist rights, climate change; gender mainstreaming, evidence
based advocacy and civil society strengthening
§ Promotes and models a working style based on
strict adherence to the organizational core values;
§ Completes all personal performance management
activities including: performance planning, competency development, performance
monitoring, annual performance agreements and assessments, Personal activity
reports and where applicable, provides ongoing feedback to staff.
§ Identifies capacity and skills gaps for the
program initiative staff and facilitates staff capacity building initiatives
using a range of processes such as contribution to staff performance appraisal
assessment, talent management assessment and engagement in thematic
dialogues. This includes finding ways to
motivate the team.
Job
Responsibility # 3: Providing Program Initiative Strategic Decisions 15% of time
|

Provide vision in implementing
program initiative’s activities and making strategic decisions in planning. The
position involves coordinating processes and functions for successful
Pastoralist Program Initiative activity Implementation.
·
Act as the chief Secretary to the Pastoralist Program Steering
Committee (PPSC) – the national governing body of the programme: preparing
agenda items, arranges for the meeting and ensures that the PPSC convenes according to agreed schedules. Preparing and keeping
records of the PPSC minutes and reports on progress to the Committee and
ensuring that deliberations are realised.

Coordinate the functions of the
Pastoralist Program Management Team (PPMT): Facilitate the routine meetings of
the PPMT an internal program initiative’s advisory body and coordinates its meetings.
The main task is to take decisions made by this body down to implementation on
the ground.

Testing
and adapting, in collaboration with other program team of staff and partners,
the program’s theory of change.
Job Responsibility #4: Program Initiative Budget and Resource
Management

In
collaboration with finance staff prepares the program initiative budgets into
Adaptive Planning (AdP) and People soft based on program initiative’s proposal
and ensures compliance with donor requirements;
·
Ensure
adherence to CARE’s financial and administration (including property and
procurement) policies and procedures.
·
Create
understanding among Program Initiative partners on the financial and
procurement procedures, regulations and the respective donor requirements, and
monitors compliance.
·
Facilitate
review of quarterly program initiative’s budget and regular cash flows.
·
Manage
program initiative’s funds and ensures efficient utilization of funds for
maximum impact.
·
Monitor
monthly budget burn rates and red flags and make adjustments in implementation
or budget re-alignments when needed.
·
Collaborate
with finance personnel and other relevant staff (to produce quality, accurate
and timely financial reports per donor requirements.
·
Create enabling
environment for smooth Internal and External Audit(s) and monitor and
facilitate responsiveness to audit findings and recommendations.
·
Monitor
contractual requirements for fund acquisitions and expenditure reporting.
·
Ensure
effective close-out of program initiative grant/contract per CARE Tanzania’s
Program Initiative Close-out Checklist.
·
Facilitate
timely fund disbursements to partners, ensuring that partnership agreement
procedures and processes are in compliance with donor requirements

Evaluation, Learning and Reporting

Develop
and implement the program initiative’s
progress monitoring protocols for tracking program initiative
performance and decision making;

Write
quarterly, and annual quality program progress reports;

facilitates quarterly program review meetings to assess progress, adjust plans,
and draw/disseminate lessons learned;

Organise
and conduct reflective learning forums (meetings, workshops, etc) internally
and externally with program initiative stakeholders including government.

Facilitate
annual programme reviews, midterm evaluations and final evaluation.
·
Facilitate
forward accountability mechanisms to monitor our program quality and impact
with those we work with.
·
Keep up to
date with developments in assigned technical/functional area, including policy
developments and national strategic planning processes and ensure critical
issues are mainstreamed in the proposed framework document

Facilitate
the development and implementation of the impact measurement system for the PP
·
Periodically
monitor the performance of the civil society partners and provide on-site
guidance and support as necessary
