This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A three-month short-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.The following are eligible to apply:- ILO Internal candidates in accordance with paragraphs 15 and 16 of Annex I of the Staff Regulations;- External candidates.
INTRODUCTION
The International Labour Organization (ILO) is implementing the 'Youth Entrepreneurship Facility - Unleashing African Entrepreneurship' (YEF) initiative in Kenya, Tanzania and Uganda. The initiative is funded by Danida and will run until December 2014. The YEF is based on a systemic approach to youth enterprise development in East Africa through the promotion of i) entrepreneurship culture, ii) entrepreneurship education, iii) evidence based advocacy, iv) youth participation through the Youth-to-Youth (Y2Y) Fund, and v) access to finance and business development services (BDS). The Y2Y Fund is a competitive grant scheme for youth-led organizations to propose innovative project ideas on how to create entrepreneurship and business opportunities for their peers. Its main purpose is to identify, test and promote innovative entrepreneurship solutions to youth employment challenges. The applying organizations with the most innovative project ideas receive a grant and complementary capacity building to help them implement their projects and test the viability of their ideas.The ILO is looking for a highly motivated and competent technical specialist to support the implementation of the Y2Y Fund in Kenya, Uganda, and Tanzania and to support advocacy activities of the Youth Entrepreneurship Facility.The staff will be directly supervised by the Chief Technical Advisor of the YEF. The Technical Reporting Chief will be the Senior Youth Employment Specialist of the ILO Youth Employment Unit in Geneva.
Description of Duties
- To support and monitor national partner organizations in the implementation of the Y2Y Fund: The specialist will provide technical assistance to and carry out monitoring of local implementing agencies. He/she will rely on and promote the use of the Y2Y Fund Online Toolkit among implementing partners and relevant stakeholders as well as provide inputs for further development of the toolkit based.
- To ensure effective implementation of the Y2Y Fund's Scaling-up and Replication schemes: The specialist will coordinate the regional implementation of these initiatives in collaboration with the local partners and consultants. He/she will support dissemination and uptake of successful and scalable projects through YEF's Business Development Services partners and providers.
- To support the sustainability of the Fund and evaluation measures to understand its impact: The specialist will develop a sustainability strategy and plan for the Fund and its programmes' continuation beyond the end of the project. He/she will coordinate a review of the Y2Y Fund to establish impact on YEF's outcome level objectives and indicators and will maintain an M&E database of Y2Y Fund sponsored projects with input from consultants and implementing partners.
- To fundraise for the Y2Y Fund: The specialist will carry out resource mobilization efforts including funding applications and interaction with current and potential donors.
- To support knowledge management, marketing and information sharing on the Y2Y Fund: The specialist will document information about the Fund's successes and lessons learned and lead the creation & dissemination of promotional/public relations materials about the Fund. He/she will also coordinate and support the organization of regional knowledge sharing and learning events by the national implementing partners and reporting on the component's activities.
- To support the CTA with advocacy and dissemination of YEF's products and outcomes: The specialist will support the CTA of the YEF with advocacy activities related to the Facility and its products; his/her involvement will imply coordination with the National Programme Coordinators and the YEF Evaluation Specialist, as well as to monitor the work of the Policy Advocacy Officer based in Dar es Salaam.
- Take over any other duties assigned by the supervisor
Required Qualifications
Education
Advanced university degree in economics, social science, international studies or other relevant field.
Experience
Three years' experience at the national level and two years at the international level. Demonstrated technical expertise in managing grant schemes or challenge funds in developing countries and experience in cooperating with youth organizations would be an advantage.
Languages
Excellent command of English.
