The DFID-funded Education Quality Improvement Programme in Tanzania (EQUIP-T) aims to support 36 districts in their efforts to produce a better quality of primary education for more than two million children in over 3700 primary schools. Under the supervision of the operations manager take on day-to-day responsibility for ensuring that financial management within the programme is undertaken in accordance with established systems and procedures. The finance officer will take particular responsibility for support to the regional office managers and will ensure that regional offices adhere to the programme systems and procedures.
Job Description
Assist the Operations Manager in maintaining financial systems
Work in accordance with the project accounting handbook to administer programme funds
Review regional offices rolling quarterly and monthly cash
Manage the Programme QuickBooks system; In consultation with the operations manager, produce regular rolling quarterly forecasts and submit monthly site returns to the UK finance team to feed into the monthly reconciliation and invoicing processes for the programme; Maintain up-to-date programme accounts on the system to ensure that timely, accurate and appropriate information is available to the programme management team Liaise with administrative and technical teams to ensure accurate forecasting and prompt disbursal and reconciliation of expenditure Supervise preparation of all payment vouchers and cheques and ensure the timely settlement of all undisputed sub-contractor invoices Monitor expenditure and advise the operations manager of potential issues with regards to forecasting, disbursement or accounting Maintain a petty cash register for Dar es Salaam head office Support the administrative team to reconcile timesheets for timely submission to the operations manager

Candidate Specification
Essential competencies/skills
Excellent financial management/ accountancy skills Good IT skills and confidence/proficiency in all Microsoft packages, and the ability to master CE in-house financial management system, FiFi; Attention to detail and accuracy;
Ability to think ahead and produce accurate financial reports;
Experience with Quickbooks accounting package Willingness to be flexible and respond in a timely manner to support colleagues in Dar es Salaam head office and regionals offices when the need requires Required academic/professional qualifications, training and experience Educated to degree standard or equivalent;
Relevant professional qualification (i.e. ACCA, CIM, etc.) is an added advantage; Previous experience working in a large donor funded programme Ability to work as a member of a team
