Job Summary
The purpose of the Program Officer position is to effectively implement the assigned program initiative component activities. He/she oversees the proper implementation of the assigned component of the program,  These components include  collaboration the Bright sola lamp project and MMWW REMA 1000 activities in Michiweni district.  He/she is also responsible for assisting the program manager in program, planning, budget preparation, reporting and documentation  S/he is expected to maintain effective working relationships with other staff working with other CARE program initiatives and impact group in Pemba region including, key government partners and NGOs working in the same geographic areas.

The Program officer (PO) – Making markets works for Women Imitative (REMA 1000) is responsible for supervision and monitoring project implementation to support  the seaweed and soap business clusters in   Pemba. The PO under guidance and  will work closely with the  Business Development  provider  and liaise with with GE -WEP team in Pemba and Ungujai to supporting the women to engage in profitable businesses. The PO will provide technical inputs for establishing one distribution centres for the sale of products produced by women the business clusters. Furthermore, the PO shall also support women income generating groups to develop their own brands for marketing purposes. 

The PO is responsible at District level for planning, budgeting, monitoring, evaluation and reporting of project activities. PO will also contribute to documentation of most significant change stories and general progress against outcome indicators as well as facilitate the documentation of the business cluster model for sea weed and soap in Pemba. The position have no supervisory role and are based in Pemba. The position will be supervising the Bright project as well. by  providing support to CBTs who will be involved in the sales of the solar lamps in 7 shehias in Michiweni district.
Key Responsibilities and Tasks
Job Responsibility #1: Program Initiative Implementation and Activity Planning and Budgeting


35 % of time
·         Facilitate participatory planning learning and action with the respective clusters in the with Program Initiative objectives.
·         Participate in the testing and adaptation, in collaboration with other program team of staff and partners, the program’s theory of change; 
·         Prepare and implement work plans (e.g. quarterly, monthly) and activity budgets for Bright and MMWW
·         To facilitate mapping of income generation groups  and baseline study against the outcome indicators


Job Responsibility #2: Community Mobilization and Resource Mobilization

25 % of time
·         Advice and support women in the marketing of their products in identified markets.
·         Ensure income generation group members take a lead in their business development activities, while CARE giving support and facilitating role.
·         In consultation with Women group leaders and PIM , organize market campaigns for products of women in business clusters.

Job Responsibility #4:  Provide Capacity Building and Organizational Development (OD) technical assistance

15% of time
·         Participate in the organizational capacity assessment.  Review with groups and colleagues the OD needs and design a process of OD support for the groups/partners in the program area.  For sub-grantee partners, this includes an organizational capacity improvement plan.
·         Support the building of organizational capacity of partners and stakeholders to ensure their development and sustainability at the community level.
·         Develop sustainability strategies with sea weed and soap  business cluster.
·         Translate training and technical information for use at community level.
·         Facilitate identification of innovative community resource persons and leaders for technical training in sales promotion, solar lamp repairs and marketing research, with support from consultants.
·         Assist seaweed and soap  business clusters in designing, packaging, branding, labelling products for marketing competition;
·         Organize and train women and Community Based Trainers (CBTs) located in Michiweni, in financial literacy, marketing strategies and sales promotions of solar lamps
·         Provide guidance and directions to CBTs with regards to implementation of initiative
·         Train and mentor business groups of women in record keeping 

Job Responsibility #5: Alliance Building and Networking

10% of time
·         Establish effective work relationship with partners on activities pertaining to his/her area of assignment (e.g. district, etc.).
·         Develop a Network of contacts at the village and district level to support strategies priorities with other organizations with similar concerns and experience (e.g. to support organizational development of CBOs, broadening the scope and impact of the Program)
·         Facilitate collaboration of women business groups with similar initiatives such as SIDO, VETA and others
·         List more specific tasks depending on the requirements of this position.
·         Organize and facilitate participation of selection women entrepreneurs to trade fairs and market linkages activities.

Job Responsibility #6: Monitoring, Evaluation and Learning and Reporting
10% of time
·         Facilitate and participate in reflective learning forums (meetings, workshops, etc) internally and externally with program initiative stakeholders.
·         Implement forward accountability mechanisms to monitor and assess our program quality and impact with those we work with.
·         Keep up to date with developments in assigned technical/functional area, including best practice examples and ensure ongoing personal development and learning.
·         In consultation with other program staff contribute to the development project M&E tools and ensure M&E system is in place;
·         Preparation of mid- and annual progress reports for MMWW and BRIGHT project  In collaboration with PQL unit, facilitate/support the measurement of the project impact, using credible methods/tools;
·         Facilitate the documentation and communication of success stories that can be used as evidence for profitable business models in women entrepreneurship.

Education/Training
Required
·         Bachelor’s Degree in Marketing, Finance, Business Administration or related field.
Desired:
·         Masters in Business Administration (MBA) in Marketing/Finance/Business Administration is an asset.
·         Additional training in microfinance, entrepreneurship development, facilitation skills or skills training, etc.
·         Familiarity with principles and practice of savings-led microfinance and with a strong awareness of the challenges faced by traditional methodologies

Experience
Required
·         Minimum 3 years of work experience in a projects containing microfinance enterprise or micro finance components.

Desired
·         Experience of working with local partners including government authorities is an asset;
·         Experience working with private sector service providers is highly desired;

Technical Skills
Required:

·         Concentration, accuracy and attention to details are required. 
·         Excellent written and oral communication skills, with a fluent writing style and good knowledge and practical use of both English and Kiswahili
·         Computer literacy with excellent knowledge of Microsoft Suite;
·         Ensuring that gender and power dynamics related to procurement are taken into consideration;
·         Ability to thrive in team environments, with a strong understanding of diversity and other cultures
