31.1 LEGAL AFFAIRS MANAGER – 1 POST (RE-ADVERTISED)
31.1.1 DUTIES AND RESPONSIBILITIES
• Provide management with right information on the manner in which the organization should be represented in the legal matters such as suits, investigations, administrative proceedings, in order to smoothly safeguard the interest of the Centre.
• Liaise with legal institutions such as Courts of laws, Tribunals, Attorney General’s Chambers, Tanganyika Law Society, law firms and other similar institutions with the view of interpreting pertinent laws, circulars, directives and policies which will enhance TIC performance.
• Prepare, process and review all types of legal documentation and be accountable for proper drafting and interpretation of the same so as to enhance corporate legal functions of management and the TIC Board of Directors.
• Maintain safe custody of all legal documents and deeds on the property of the Centre and maintain records of the same in the appropriate registers.
• Vet and recommend for approval all legal documents of the organization that have legal implication in order to safeguard legal processes of the TIC.
• Draw, review and recommend for execution all major contract(s) and agreement to be entered between TIC and other parties so as to ensure that they are legally proper for the benefit of the organization.
• Monitor availability of all legal documents, TIC common seal, Board and management documents and maintenance safe custody of the same so as to ensure they are available whenever needed for use.
• Write legal briefs for management and interpret laws, regulations and circulars in relation to the organization’s legal rights and obligations so as to make management always aware of the relevant legal position.
• Provide in a timely manner, necessary guidance in drafting legally sound personnel and administration policies as well proposing proper way and means of implementing them in order to maintain good working relations in the organization.
• Monitor and accurately record minutes of the meetings of the TIC Board of Directors,
Board Committees, Management, Ad hock national and internal committees as well as Staff meeting and make the minutes available for confirmation in a timely manner in order to have proper records of the TIC’s internal and external transactions.
• Provide timely and accurate legal advice on the investment conflicts and recommend proper procedure to prevent and resolve such conflicts so as to enhance promotion of investment by the organization.
• Monitor on continuous basis the implementation of investment legislation and timely advise on areas that require legislative review.
• Protect interests of the Government through properly drafted contracts that facilitate enjoyment of incentives by Strategic investors.
• Provide effective secretarial services to committees affiliated to TIC such as the National Investment Steering Committee (NISC) and the NISC Technical Committee of experts.
31.1.2 QUALIFICATIONS AND EXPERIENCE
• A holder of LL.M Degree with at least five (5) years working experience in Senior
Management position.
• Must be registered as a legal practitioner
• Excellent communication skills both oral and written in English and Swahili languages.
• Excellent negotiation skills
31.1.3 REMUNERATION
• Attractive remuneration package in accordance with the Organization’s salary scales.
