MCHIP is the USAID/Bureau for Global Health's flagship maternal, newborn and child health (MNCH) program. Implemented by Jhpiego in partnership with John Snow, Inc. (JSI), Save the Children, MACRO International, PATH, JHU/IIP, Broad Branch Associates, and PSI, MCHIP addresses the barriers to accessing and using focused, evidence-based MNCH interventions from pre-pregnancy to age five. JSI leads MCHIP’s work in child health, immunization and pediatric HIV/AIDS and brings several decades of experience in health systems strengthening and MNCH to the project team.
At USAID’s request, MCHIP is establishing a multi-year program to work with the Uganda National Expanded Program on Immunization (UNEPI) and its partners at national and district level to develop the human and organizational capacity that is needed for the delivery of quality routine immunization services. MCHIP’s objectives focus on achieving measurable and sustainable results, including: 1) fostering community, facility, select district, and national ownership, follow-up and accountability for immunization results, 2) improving cold chain management and logistics at the district and health facility levels, 3) increasing the number of service delivery points that offer immunization services on a regular, predictable basis, and 4) achieving optimal and sustained attendance by families at routine immunization sessions.
The MCHIP Country Director (CD) will be the project’s primary manager, responsible for technical and financial oversight. The CD will work closely with the Deputy Country Director/National Technical Advisor (DCD/NTA), UNEPI, and other immunization partners at national level.This position is based in Kampala with up to 15% in-country travel. As dissemination and advocacy of promising approaches are a key part of MCHIP’s mandate, the position requires spending a majority of time focusing on national level strategic, documentation, and advocacy issues.
RESPONSIBILITIES
Primary responsibilities include the following:
1. She/he will provide strategic leadership and advocacy to ensure project interventions lead to sustainable, visible, and high quality improvements in routine immunization coverage.
2. She/he will manage the recruitment and orientation of staff and will oversee the project’s financial and administrative procedures through the Finance and Administrative Manager (FAM).
3. The CD will be MCHIP’s first line of communication with USAID/Uganda and the Government of Uganda.
4. She/he will also be MCHIP’s legal representative in Uganda, with all of the responsibilities entailed.
5. She/he will lead the MCHIP/Uganda Management Team which consists of the DCD/NTA and the Finance and Administrative Manager (FAM).
6. The CD will ensure that in her/his absence, the DCD/NTA leads the project and is guided to assume responsibilities of the CD.

QUALIFICATIONS
QUALIFICATIONS:
1. MBchB required, plus advanced public health training (PhD, Dr PH, MPH) or equivalent experience
2. At least 10 years of experience working with ministries of health in Africa, including at least 7 years working in public health-related programs in Uganda required
3. Proven experience managing a project team applying USAID policies and procedures
4. Uganda national and legally authorized to work in Uganda
5. Understanding of quality improvement methods and using adult and participatory learning techniques
6. Knowledge of the technical aspects of immunization programs, including basic immunization skills required by health workers
7. Experience developing affordable and innovative community approaches preferred
8. Experience working with The Government of Uganda’s PHC and MOH structures and with health workers at district level preferred
9. Understanding of Uganda’s local government and traditional structures preferred
10. Excellent oral communication, writing, and documentation skills
11. English fluency in reading, writing, and speaking
