The Chief of Party (CoP) is a full time position based in Addis Ababa, Ethiopia working on Strengthening Ethiopia's Urban Health Program (SEUHP). The objective of the SEUHP is to support the GOE’s urban health extension program by improving the quality of community–level health services, strengthening referral linkages, building the institutional and technical capacity of Regional Health Bureaus (RHBs) and promoting inter-sectoral collaboration to address urban health challenges.
The CoP will manage and provide leadership in all aspects of the project, including technical, administrative, operational, and managerial aspects. The CoP will focus on meeting project objectives and achieving the results defined in the co-operative agreement. The CoP is responsible for developing a strong, coherent vision within SEUHP and initiating innovative strategies across various components. The CoP will serve as the primary focal point for communication with USAID/Ethiopia, and s/he will report to the Senior Advisor based in Boston.
RESPONSIBILITIES
- Guide, encourage and oversee all aspects of program management, both technical and financial;
- Oversee and coordinate all program staff;
- Provide technical and programmatic leadership and guidance;
- Support program technical staff to meet program indicators as outlined in the Performance Monitoring Plan;
- Monitor Annual Workplans and Monitoring and Evaluation Plan to ensure that the program is meeting goals, and analyze reasons for any difficulties;
- Ensure compliance with USAID and JSI R&T rules and regulations;
- Serve as the program’s primary liaison with the Ministry of Health (MOH), Regional Health Bureaus (RHBs), USAID, JSI R&T HQ, other programs and local organizations in Ethiopia, and other donors;
- Coordinate and communicate with USAID, other partners and relevant stakeholders regarding program activities;
- Ensure regular reporting is made to USAID; and
- Represent USAID/SEUHP at high level policy discussions with the Government of Ethiopia.
QUALIFICATIONS
- A Master’s degree or higher in Public Health, Urban Health or an equivalent field;
- Proven experience in managing community-based health interventions;
- At least fifteen years of progressively responsible experience working in donor-funded health, nutrition and population and/or urban development programs in resource-limited settings; urban health experience highly preferable.
- Extensive prior experience motivating and leading a technical team with a diverse set of skills;
- A thorough understanding of the donor funding environment;
- Documented experience in working with high-level government policy makers and host government institutions and providing a high level of technical assistance;
- Working knowledge of and experience with USAID project management, policies and procedures;
- Experience in Africa required, Ethiopia experience highly preferable;
- Excellent organizational, analytical, oral and written communication skills.
Salary commensurate with experience.
