Job Title: The
Project Integration and Delivery Manager
Reports to: Regional Director, Africa
Based
in: Africa Regional Office, Nairobi, Kenya
Purpose
This is a fixed term contract (with a
possibility of extension) to support the Africa Regional Office in delivering
key programmes in line with GVEP International’s philosophy, donor requirements
and stakeholder expectations. Each programme needs to be delivered adeptly,
with synergies, efficiencies, scale effects, lessons and knowledge being shared
among projects. This role will help fulfil that purpose, notably by helping
deliver the CARE2
project described below in a complex environment. The key projects currently
managed by GVEP include:
- Capital Access for Renewable Energy Enterprises
(CARE2) project funded by Sida. GVEP
is implementing all aspects of this programme which will support the
growth of a sustained market for renewable energy, focusing on “e-MSMEs”
(energy-focused micro, small and medium sized enterprises) in East Africa,
as a means to drive economic prosperity inclusive of people living in
poverty. Lasting three years, the project is targeting the creation of
3,600 new jobs in 1,400 e-MSMEs, through a balanced combination of
interventions designed to increase both the supply of capital to
businesses, and their capacity to deploy that capital effectively.
The
project has three components:
· A Business
Support function, also
known as the
Technical Assistance Facility,
(“TAF”), for e-MSMEs looking to raise
capital, to help them to identify potential lenders and/or investors, and
prepare their investment cases for that purpose.
·
A
Loan Guarantee Fund, (“LGF”), to improve the supply of capital, in particular
bank debt, by underwriting some of banks’ default risk on loans to qualifying
e-MSMEs.
·
Pipeline
Development Projects, (“PDPs”), targeted market development activity, in
specifically defined niches, designed to stimulate the creation and growth of
e-
MSMEs
in those niches, and thereby to build the “pipeline” of potential transactions
for investors/ lenders. At the start of the project two specific PDPs will be
launched, but the intention is for additional ones to be added over time.
- Energy SMEs Programme: ESME is a programme under the
World Bank administered Russian fund. The fund is for supporting
Energy SMEs in Sub Saharan Africa to strengthen their capacity to provide
energy services to poor communities in the SSA region.
GVEP
International is providing technical assistance, business development services
and supporting accessing finance for SMEs in Kenya, Tanzania, Uganda, Rwanda,
Mali and Senegal. Government agencies in these countries also receive funding
from the Trust Fund to support SMEs through specific programmes which GVEP
International has helped to design.
The
primary focus of ESME is on assisting eligible SMEs and projects to access the
support being provided through government agencies and ensuring they become
sustainable and successful enterprises. Activities also extend to assisting
similar SMEs and projects to qualify for finance from other sources, such as
other government initiatives, donor programmes, banks and/or investors. Follow
up with these various enterprises to enable them to realise their potential is
a key part of the GVEP work plan agreed with the World Bank.
3. The Kenya Climate Innovation Centre (CIC)
provides incubation, capacity building and financing to Kenyan entrepreneurs
and small and medium enterprises (SMEs) looking to develop and scale up
innovative climate mitigation and adaptation initiatives.
The
initiative, which is being funded by DANIDA and DFID in partnership with the
World Bank’s infoDev programme, aims to improve livelihoods by unlocking
innovative solutions to climate change. In the first 5 years, the CIC is
expected to fund over 70 climate technology businesses in Kenya and generate
4,600 direct and indirect jobs, including 1,400 jobs for women.
The
CIC is implemented by a consortium whose lead partners – Pricewaterhouse
Coopers (PwC), GVEP International, Strathmore University and the Kenya
Industrial Research and Development Institute (KIRDI) – offer a unique
combination of world-class management capability, frontline experience with
Kenyan SMEs, and first class facilities.
4. The Developing Energy Enterprises
Project (DEEP) East
Africa is a five year initiative established to provide the crucial
support necessary to enable the development of a sustainable and widespread
industry of micro and small energy enterprises in Kenya, Uganda and Tanzania.
The implementers of DEEP East Africa recognise the constraints and challenges
faced by the energy entrepreneurs, especially the lack of business and
technical capacity and inadequate access to finance.
DEEP
East Africa supports the development of energy enterprises formed by, and for,
rural and peri-urban entrepreneurs and communities by assisting them with the
identification of viable energy market opportunities, technology options, and
service structures to generate revenue and sustain business. DEEP will also
assist entrepreneurs through training and mentoring to develop business plans
and access the financing to put them into practice. Post-investment, DEEP will
continue to provide management mentoring services in accounting, strategy
planning, marketing and legal issues relevant for businesses to survive and
grow sustainably.
5. The Loan Guarantee Fund (LGF): GVEP established a Loan Guarantee Fund
in June 2009. The fund focuses on working with Financial Institutions
and micro, small and medium enterprises (MSMEs) in order to increase access to
investment finance for them and stimulate consumer product demand through
consumer financing initiatives. Initially focussing on Kenya, Tanzania and
Uganda the Programme will be seeking to establish a
replicable methodology that can be
expanded to other African countries over the next few years
The
fund structure is that of a revolving guarantee fund where a portfolio of
guarantees are made with different financial or intermediary institutions which
then provide a credit facility to entrepreneurs, communities or clustered
micro-enterprises.
- Other projects: GVEP carries out other projects in
the field of supporting enterprises to grow and flourish through capacity
building, mentorship, project development and access to finance. In
addition, GVEP is continuously looking for new opportunities for projects
to further its mission of accelerating access to energy.
Each of these projects has to provide
progress reports to funders and feed data to GVEP’s corporate impact
measurement framework. A limited number of Key Performance Indicators have been
established which GVEP management use to report our overall impact. The Project
Integration and Delivery Manager will play a key role in ensuring GVEP is able
to report against its KPIs. Timely analysis of data from different projects and
production of management reports will form a key part of the role, as will the
commissioning of project evaluations. The monitoring and evaluation team will
report to this position.
The Role
To deliver these projects and more,
GVEP International has a strong team of qualified, experienced and motivated
individuals to take on various roles in the projects and in other GVEP
activities. The Project Integration and Delivery manager will work with this
team to improve delivery, increase synergies, improve skills, share knowledge
and lessons, improve the impact evidence base, strengthen communications and
cement foundations for new projects. The role will report to the Regional
Director for Africa and will be responsible for a small team of 2 staff.
Main responsibilities include:

Setting
the standards for project planning, management and delivery, progress
reporting, resource planning, project risk analysis, and the integration of
reporting, control and analysis of financial and project progress measures
·
Developing
templates for the processes described and having these agreed across GVEP and
used continuously
·
Facilitating
delivery of and across projects through identification and use of synergies,
enabling regular interaction and communication and encouraging sharing of
information and knowledge
·
Facilitating
efficient allocation of resources among programmes through a thorough
understanding of the internal capacity at any given time and having ready
sources of external capacity where needed to maximise value to GVEP and its
beneficiaries
·
Ensuring
efficient reporting that enables all the relevant departments are in the
picture regarding activities and results and by improving the quality of
reporting, including financial reporting
·
Helping
consolidate the evidence base by establishing proper M&E frameworks at both
project and overall GVEP levels. Working with project staff to ensure accurate
population
of databases and M&E templates, as
well as proper analysis of the results and good feedback to the project teams
and beneficiaries
·
Ensuring the M&E frameworks for individual projects enable GVEP to
consolidate organisation-wide data in order to report against agreed KPIs. This
includes managing the process of generating data on KPIs and commissioning
external project evaluations as required by funding contracts for different
projects.

Supporting
the development of a knowledge management system that ensures GVEP captures all
relevant information and knowledge from our work and beyond and that this
information is disseminated efficiently across the organisation to inform
implementation, reporting, communications and business development
·
Developing
a system of continual improvement that incorporates suggestions, new knowledge,
best practice and reward/recognition.
·
Facilitating
smooth start up of new projects and orderly phase out of ending projects
·
Developing
relevant GVEP staff competence in project management & control:
Identification of skill gaps and filling them through additional resourcing as
well as through facilitating Training and Development of existing staff
Requirements:
·
Five
years experience with complex programme management; emphasis on delivering in
multi-project environments
·
Strong
knowledge and practical application experience of project management tools
& techniques
·
A
strong academic foundation in the sciences, business and/or project management.
·
Desirable
experience includes:
·
Energy
sector, including project financing and investment, renewable energy technology
and the energy environment;
·
International
donor funded programmes, social science research methods and evaluation
techniques as applied to the type of projects implemented by GVEP
·
Good
team building and motivational skills with an ability to work with a diverse
mix of professionals
·
A
good communicator with advanced oral and written skills
·
High
numeracy skills with ability to analyse complex data and discern patterns,
trends, anomalies and generate useful information; good understanding of
project financial management and reporting
·
Experience
with knowledge management systems and methods with evidence of how knowledge
has been disseminated and utilised
·
Experience
with continuous improvement programmes such as Kaizen and Six Sigma within
project management environments
·
A
can-do and collaborative mindset – comfortable with the ambiguities and demands
of a rapidly evolving environment.
The position will require regular
travel within East Africa.
