Background: This five-year project will support policies and programming to strengthen the HIV/AIDS response in at least one hundred workplaces within various sectors of Ethiopia’s economy including construction, mining, agriculture and manufacturing among others. Within and around workplaces, the project will aim to improve health -seeking behaviors, increase access to quality reproductive health and HIV prevention services, and strengthen the capacity of public and private organizations to develop policies and mainstream HIV prevention into the core business of their institutions.
Deputy Chief of Party, MULU Prevention Project in Ethiopia
Reports to: Chief of Party
Job Purpose:
The DCOP is responsible for assisting the Chief of Party in meeting the technical objectives of the project and monitoring program performance to ensure the timely and well-coordinated implementation of activities. S/he will oversee management of financial resources, supervise operations staff and select technical area advisers. DCOP will maintain good working relationships with the Government of Ethiopia counterparts, as well as the international and local partners. DCOP will assist in the development of annual and quarterly work plans, manage donor reporting, monitor field activity progress and report it to the Chief of Party. As relevant, the DCOP will represent the project in partnership forums at national and regional levels.
Responsibilities:
- Provide programmatic leadership through direct implementation, provision of technical and strategic guidance, and supervision of project staff.
- Offer guidance and support to effective project implementation based on project targets, and high-quality technical leadership to ensure project’s strategic objectives are met through interventions that adhere to top quality standards
- Assist the COP with development of annual work plans, performance management tools, and corresponding activity budgets
- Oversee project performance monitoring and evaluation, and ensure the data is utilized effectively in continual improvement of project activities and strategy
- Take lead in tracking of activities against work plan and spending against project budget and report to COP regularly.
- Coordinate required donor reporting and the reporting requested by the COP or the Home Office; ensure quality of data and of all narrative reports
- Assist the Chief of Party in management of project financial resources
- Oversee the supervision and mentoring of assigned project staff
- Support the Chief of Party, as necessary, to liaise with the Government of Ethiopia, other NGOs, and other project partners to ensure effective implementation of project activities
- Represent the project and World Learning in relevant stakeholder meetings, external forums and technical working groups
- Other duties as assigned by the COP
Desired Skills & Experience
Required Qualifications:
- Master’s Degree in public health or related field
- 15 years of progressive experience working in international development programs (must have significant prior experience as a Deputy Chief of Party or in an equivalent senior management position with responsibility for oversight of both human and financial resources)
- Minimum of 8 years of direct experience with HIV prevention programs in Ethiopia
- Direct experience implementing comprehensive HIV prevention programs in the workplace
- Experience with combination prevention including behavior change communication and structural prevention interventions in Ethiopia
- Prior direct experience with prevention programming for most-at-risk populations
- Demonstrated experience in leading project implementation and management of complex donor-funded interventions, in particular with USAID and/or PEPFAR funded programs
- Performance monitoring skills
- Practical experience with budget monitoring and financial resource management
- Sound knowledge of both qualitative and quantitative monitoring & evaluation methodologies
- Strong technical writing and donor reporting skills
- Ability to prioritize, multi-task and work in a fast-paced environment
- Demonstrated experience with staff management, supervision and mentoring
- Fluency in Amharic and English (Written and spoken)
- Willingness to travel to remote areas
