Pact is searching for a Chief of Party for an anticipated regional conflict resolution program aimed at strengthening local cross-border conflict management between Kenya and its neighboring states. Objectives include: trauma education and community healing processes to help change views of “victims” and “perpetrators”; reflective workshops and community-led processes to explore the relationship between culture and conflict; and implementation of jointly managed cross-border projects that help heal community-identified conflict issues. Strong candidates will have extensive experience managing similar USAID-funded programs in Africa and be well-versed in the areas of, peacebuilding, organizational capacity building and community strengthening. The position is contingent upon award.
The Chief of Party will • Provide overall leadership, program supervision, and organizational management. • Make key decisions and solve problems in short time frames while ensuring operational and program integrity. • Serve as the chief liaison with USAID on project-related matters. • Support the efficient and accountable management and reporting of program achievements and finance • Support monitoring, evaluation and learning on an ongoing basis • Ensure that procedures are established and complied with for development, selection, design and implementation of grants and short term technical assistance; • Supervise the DCOP and other key staff
Education and Experience Requirements:
• Masters in international relations, conflict resolution, public administration, or other relevant field. • Minimum 10 years of management experience in a progressively senior role overseeing projects with complex and challenging field operations. • Extensive experience with USAID processes and procedures, rules and regulations required.

Other Qualifications: • Good understanding of the geographic areas in question, Experience in Kenya or its neighboring countries (Somalia, Ethiopia, Uganda, DRC, South Sudan) preferred • Strong familiarity with operating grants, sub-grants, and short term technical assistance • Considerable experience with community participation-type projects, preferably focused on conflict resolution and peacebuilding • Ability to efficiently coordinate and manage field offices and field teams • Demonstrated experience in monitoring, evaluation and learning within development project context
