ACCOUNTS AND ADMINISTRATIVE OFFICER

SCOPE OF WORK


Primary Responsibilities:

The Accountant ensures the overall effective management of financial and accounting systems, staff and provision of detailed financial reports, analysis and advise to local and international financial management.  The job holder ensures that the country office has proper financial system, tracking and reporting systems in place to effectively manage all funding in accordance with the CFU and donor requirements.

 

Major Responsibilities


·         Ensure that the appropriate financial management systems are in place according to CFU policies and MFA RNE standards.
·         Treasury management including daily supervision of cash position and cash accounts; ensures all cash receipts and banking transactions are properly conducted and recorded; prepares project cash flow projections and pipelines; and prepares cash requests for the country office; Coordinates spot audits of petty cash accounts and fuel deposit accounts.
·         Manages the bank account(s), ensuring that proper documentation is sent and received from the bank(s) including overseeing monthly bank reconciliation process.
·         Process and prepare staff payroll for all staff in the  Tanzania office and ensure that all statutory obligation are met by the office.
·         Custodian of all accountable documents; Fixed assets; ensures proper oversight of accounting process for the CFU Tanzania liaison office and In-Country Partners.
·         Assists CFU Liaison office PM in managing and providing financial oversight and support of In-Country Partners managed at the field level.
·         As required to visit In-Country Partners to provide financial management oversight and assistance to the In-Country Partners accounting and management teams.
·         Prepares all financial reports for CFU RSU Accountant for submission to the CFU and MFA RNE as required and set out in the programme document.
·         Ensures that all financial records, accounts, and reporting is provided as required and during stipulated reporting periods as outlined in the programme document.
·         Ensure that up to date statutory and banking information is disseminated within the Tanzania Liaison office and to the CARP-RSU.
·         Ensure that all utility agreements are up to date and in line with the statutory requirements of the Country.
·         Ensures the accuracy of all programme financial records and reports.



Key Working Relationship


-          Internal:            Programme Manager and Accounts Clerk
-          External:           CFU- CARP Finance, In Country partners, banks and local service providers

Requirements

  • At least CIMA/ACCA/CPA  plus a minimum of 3 years working experience,
  • Highly literate in computerized accounting systems and other office applications,
  • Extremely detail oriented and with special attention to accuracy.
  • Extremely well organized and a high level of integrity.
