The International Education and Training center for Health (I-TECH) is collaboration between the University of Washington and the University of California, San Francisco, and has offices in Africa, Asia, and the Caribbean. I-TECH works in partnership with local ministries of health, universities, non-governmental organizations (NGOs), medical facilities, and other organizations to support the development of a skilled health work force and well-organized national health delivery systems.
Position: Operations Manager
Reporting: Deputy Country Director – Operations
Location: Dar es Salaam, Tanzania with about 30 travel time within the regions.
Position Summary The Operations Manager provides managerial leadership and oversight for operations, personnel, contracts, subcontracts, cooperative agreement negotiations, administrative support services, and ensures compliance with relevant rules and regulations of the Tanzanian government, United States Government (USG) partners, including CDC-GAP/Tanzania and Health Resources and Services Administration (HRSA), and the University of Washington (UW).
Duties & Responsibilities Management and Leadership Responsibilities (10%) • Under the supervision of the Deputy Country Director –Operations (DCD-Ops), provide support in managing the ongoing development, dissemination, implementation, monitoring and assessment of operational policies, procedures and associated administrative forms and tools critical to success of I-TECH Tanzania objectives; • Support strengthened accountability, linkages and effective collaboration with all other I-TECH Tanzania teams and program units, including Finance and Program Lead. • Work closely with the DCD-Ops and Finance Manager to ensure transparency and high quality service delivery regarding procurement, vendor and subcontractor administrative relations • Provide direct supervision, guidance and training to the Office Supervisor, Receptionist and Drivers.
Program Management and Administration (30%): • Participate in COP planning and budgeting meetings • Collaborate with Program Leads to identify their needs • Collaborate with DCD Ops and Team to develop and implement Ops work plan • Supervise the organization, implementation and logistics related to all I-TECH activities including trainings, travel coordination, and meetings • Develop and implement communication strategies and mechanism to ensure efficient and effective collaboration between program and administrative staff • In collaborations with Office Supervisor and Finance Manager ensure a timely payment of all vendors’ agreements in place.
Logistics and Security (10%) • Continuously monitor the security situation in I-TECH Tanzania operational areas and take appropriate measures in the interests of I-TECH Tanzania personnel, and property making recommendations to the Country Director as needed to ensure the safety and security of all employees • Provide training and orientation to staff and visitors on safety and security • Provide direction to, and supervision of logistical arrangements related to visitors and employees in the region • Review vehicle log sheets and fuel purchases
Procurement and Inventory (30%) • Facilitates purchasing process by working with Office Supervisor in identifying sources and analyzing bids • Prepares detailed vendor agreements and obtains authorizations consistent with established guidelines • Tracks vendor agreements to ensure timely renewals • Prepares and submits required reports on procurement activities • Maintains electronic records of vendor agreements • Provide support in orienting staff to procurement procedures and responsibilities • Conduct quarterly and annual inventory of all fixed assets in collaboration with finance Manager. • Ensure all office equipment is insured as required by UW policies and per Tanzania Labor Law regulations
Policy Development and Oversight (20%) • Develop Tanzania Country Project administrative policies and procedures in compliance with HQ/ UW, USG funders and Tanzania government regulations • Oversee the implementation of Procurement policies and train all I-TECH staff on any new changes in the policies. • As directed by Senior Management and under a supervision of DCD – Ops develops short and long term Country Office policies as needed. • Implement and enforce all policies and procedures of I-TECH Tanzania.
Required Education, Training & Experience: • Bachelor’s Degree in Business Administration, International Development, or other closely related field. Master’s degree is an added advantage. • Minimum three (5) years relevant management experience in an international NGO setting with limited resources • Strong ability to work independently, take initiative and set priorities • Excellent communication and team-building skills, including cultural and gender sensitivity • Well evidenced analytical, organizational, evaluation, and problem solving skills • Experience with writing policies and procedures • Proven ability to work well with a wide range of collaborators and stakeholders, including national, international, and field-based project implementers and staff • Strong interpersonal skills and an ability to communicate effectively in English in writing, by phone and in person • Proficiency in Microsoft Office programs, including Word and Excel • Must be a Tanzanian citizen
