3) Assistant Financial Manager (1 POST)
Employment Terms: Two years contract- Renewable
Responsible to: Managing Director
Purpose of the job: To be Responsible for Financial issues
Supervises: Cashier; Accounts assistant and Assistant Accountant
Special attributes: Trustiness, Faithfull and integrity
Required minimum qualifications:
Holder Diploma in accountant and finance at any recognized institution, working experience at least three years, Age not exceeding 45 years.
DUTIES AND RESPONSIBILITIES:
• Head of Section responsible for efficient and effective management of revenue and expenditure activities of the Authority.
• To manage the Accounting Section's revenue, accounts, billing and Computer Operation activities of the Authority efficiently by following professional accounting principles and ethics.
• To prepare and submit to the Finance and Administration
• Manager financial plans and budgets well in advance before the end of financial year in order to facilitate approval of the new financial year's budget the board of Directors.
• Providing financial information required by the Management.
• Keeping books of accounts relating to revenue grants and expenses accurately and timely according to accounting professional Standards established by NBM from time to time.
• To recommend accounting policies and procedures to the management through the Finance and Administration
• Manager and to ensure their strict implementation after approval by the Board of Directors.
• Preparation on time of monthly, quarterly and annual Financial Statements for the Water Authority.
• Timely preparation of annual financial reports and accounts.
• Maintaining statutory returns and accounting books and ledgers according to the accounting professional standards.
• Making sure that the books of accounts are audited by external auditors within the required legal period and presented to the Board of Directors.
• Answering of all Internal and External audit queries accurately and on time.
• Implementing sound controllership systems and procedures of physical property, cash, cheques, purchase orders, receipt books and other accountable documents.
• Timely payment of taxes, salaries, imprest, debtors and statutory contributions without incurring penalties.
• Ensuring that accurate water bills are processed in time for the right customers in the right quantity.
• Ensuring efficient operation of computers and production of accurate bills, accounts and reports on time according to established processing schedules.
• Timely, safety and accurate collection, recording, custody and banking of water and sewerage revenue intact.
• Proper valuation of closing stock and fixed assets at the end of the financial year:
• Active participation in annual stock taking and stock balancing.
• Provide financial and costing information required by the Management learn.
• Performing any other duties as may be assigned by the Finance and Administration Manager.
