Job Title: Head of Finance
Reports to:
Supervise: Executive Secretary
Accounts Assistant
Job Location: Dar-es-Salaam
Job Purpose: To provide overall financial support and strategic direction of ANSAF
Main Duties and Responsibilities
• To oversee the smooth, efficient and effective running of the finance department
• To produce quarterly financial statements fully reconciled for review by Board and members in their quarterly meetings
• To prepare monthly management accounts to be discussed at SMT meetings and shared with budget holders
• To prepare donor reports in line with contractual agreements.
• Ensure compliance with statutory requirements
• Lead person on both internal and external audits
• Lead person in updating ANSAF Risk register
• Ensure all taxation and regulatory requirements are complied with at all times
• Coordinate the preparation of annual budgets, including operating and capital
• Ensure approved budgets are adhered to at all times
• In conjunction with the Executive Secretary, ensure that cash flows adequately supports ANSAF activities and produce optimal results
• Ensure efficient administrative systems are in place and implemented ( such as updating fixed asset register, inventory list, participate in procurement meetings, etc)
• Prepare annual budgets and projections
Qualifications and Experience
• A Bachelors degree in Accounting, Economics, Finance or Business Administration. Preferably CPA holder
• Experience of at least 5 years working with an NGO and with knowledge on Donor reporting and requirement
• Knowledgeable about information technology systems including accounting and office software such as Quick books
• Proficiency in written and spoken English and Kiswahili;
• Diligent, highly organized and self-motivating individual;
• A person with high integrity;
• Able to work under pressure to meet deadlines; and
• Willingness to work as part of a team
About ANSAF
Introduction
ANSAF is an acronym for Agricultural Non State Actors Forum. It was formed in 2006 by members from the private and civil society organizations working in the agricultural sector in Tanzania. The impetus for the formation of ANSAF was demand driven. The forum’s objectives are first; is to advocate for a pro-poor and conducive agriculture policy environment where Civil Society Organizations and the private sector effectively engage with and influence agriculture sector policies and practices. Secondly; to effectively analyze the existing agriculture policies and suggest alternative views/directions. The third main objective is to provide a platform for learning, sharing, networking and coalition building around best practices and key issues in the agriculture sector.
Vision
A Tanzanian Society free of poverty where sound agricultural policies and best practices contribute to the transformation of the country’s economy.
Mission
To work with ANSAF members and non-members to strengthen the coordination and collaboration of joint efforts in the agricultural sector in addressing crucial issues affecting marginal and smallholder farmers by influencing government policies through advocacy and lobbying.
