Introduction

CWS Africa provides services to sub-Saharan Africa to fulfill its mission. Church World Service (CWS) Africa is urgently recruiting for an Emergency Coordinator. CWS Africa is filling this position for an initial one (1) year.

Primary Purpose

The Emergency Coordinator has overall responsibility for the management, monitoring and reporting of the ACT Alliance Burundi Refugee emergency response in Tanzania. The Emergency Coordinator is the focal point between the CWS implementing partner, TCRS, Government and UN officials, the Tanzania ACT Forum and the Global ACT Alliance in Geneva (the funding agent).

Supervises

This position supervises an emergency project Accountant. The Emergency Coordinator reports directly to the CWS Africa Regional Representative.

Essential Duties

1. Manages the overall emergency program including oversight, monitoring, and reporting on CWS and implementing partner, TCRS, activities.
2. Acts as focal point between the implementing partner, TCRS, and CWS Africa and CWS HQ, Tanzania ACT Forum and the Global ACT Alliance in Geneva.
3. Ensures that all program and financial monitoring and reporting systems are in place and approved by the CWS Africa regional office.
4. Prepares ACT Global Alliance Appeal draft reports on both the program and financial components of the project as well as important beneficiary and partner narratives reflecting the impact of the emergency project. Draft reports will be submitted to the Regional Representative for CWS Africa.
5. Carry’s out bi-weekly monitoring and support visits to the TCRS field office in Kasulu and Nyarugusu Camp.
6. Organizes and facilitates weekly coordination meetings between CWS, TCRS, NCA and any other TZ Act Alliance members participating in the emergency response.
7. Attends key coordination meetings with MHA/UNHCR as well as key cluster meetings linked to the TZ Appeal operational sectors and keep MHA and UNHCR informed of the Act Alliance emergency response.
8. Develops emergency response concept notes for presentation to public donor representatives for possible expansion of the emergency response.
9. Liaises with the CWS Project Coordinator (Urban Refugee program in Dar es Salaam) on all administrative and logistical needs to ensure coordination and efficient use of resources.
10. Familiarizes and use as a guide, the ACT Alliance Policies and procedures regarding emergency response.
11. Produces weekly sitreps for the first month and thereafter, bi-weekly sitreps, submitted to the CWS Regional Representative. As the project continues the frequency of sitrep submission may be adjusted.
12. Communicates and coordinates with the Tanzania ACT Forum related to the Burundi refugee emergency response.
13. Works closely with the CWS Africa Regional Representative on all media, advocacy and branding opportunities and activities.
14. Establishes clear strategy and direction for the Burundi refugee Emergency Relief programming in collaboration with TCRS Country Director.
15. Supports the Regional Representative in exploring funding opportunities based on Emerging issues in the current ACT appeal.
16. Acts as the official CWS representative to stakeholders for all matters concerning the Burundi refugee Emergency Relief in Tanzania.
17. Coordinates with the CWS Africa Security Coordinator to ensure effective and appropriate security protocols are in place and adhered to.
18. Supports learning and review/evaluation processes though the monitoring of the impact of the work of the overall program and using this information to support decision-making and promote learning within the CWS and ACT Alliance future response.
19. Performs all other tasks and responsibilities assigned for the benefit of CWS emergency operations in the region.

Education:

Bachelor’s degree in a related field (e.g., International Relations, Refugee Response, Human Rights, International Emergency Planning, or other relevant fields) is required.

Master’s Degree is preferred.

Experience:

• Minimum 3 years’ experience in the humanitarian relief or development field; program experience in direct emergency relief desired.
• Previous experience working with partners and a strong commitment to partnership and capacity building desired.
• Experience with program and finance monitoring, including field activities.

Knowledge/Skills:

• Excellent representational skills with Government and donor representatives
• Knowledge and experience working within the UN Cluster System
• Excellent coordination, writing, oral communication, and analytical skills
• Fluency in written and spoken English required; spoken Swahili a plus
• Previous experience in refugee assistance and protection in Africa desired

Abilities:

The Emergency Coordinator must have the ability to:

• work in Kenya travel as needed and required to meet program needs etc. with valid, current travel documents;

• effectively manage RDP’s resources.

Working Conditions

Physical:This position requires bending, squatting, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.

Environmental:Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.

Special Requirements

A Certificate of Good Conduct is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work in Kenya. Must have proof of Yellow Fever vaccination before traveling for CWS Africa. Employee will be entrusted with the receipt, custody and payment of money.
