Columbia University’s ICAP Global Health Action in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 208 health facilities. The facilities involved include regional and district hospitals, health centres and dispensaries in Kagera, Kigoma, and Pwani.. This program is part of a broader US Government HIV/AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives. The program is now seeking Tanzanians to fill positions in Dar es Salaam and Mwanza.
1. Position Title: Community Outreach Officer - Key Population Program Reports to: Director of Technical Team based in Dar es Salaam
Location: Mwanza Town
Duration: One year with a possibility of renewal
Overall Job Function:
The candidate will be responsible to oversee the implementation of HIV prevention program among the key population (KP) community in Mwanza Town. S/he will work closely with the ICAP Director of Technical Team in Dar es Salaam
Specific responsibilities and duties:
• Develop work plan for immediate initiation of HIV prevention program for KP community in Mwanza and implement it. Regularly develop annual and quarterly work plan and implement
• Participate in the orientation of the local government authorities about the key population program
• Participate in the training/orientation of HCWs in the selected health facilities on KP program
• Participate in the development of referral network model between the outreach and health facility services
• Do mapping of hot spots where the KP community is found in the town
• Do mapping of local NGOs who will manage the outreach workers (Peer Educators)
• Participate in identifying the right NGO to be sub-contracted, participate in the development of SOW and regularly monitor its implementation. develop plan in building the capacity of the local NGO and submit to the ICAP management for the implementation
• Work with the sub-contracted NGO in identifying/recruiting Peer Educators (PE) to implement the outreach service and participate in the training of the PEs
• Oversee the delivery of HIV prevention services to the KPs in Mwanza through outreach activity by PEs. The type of services provided include: HIV risk reduction (i.e. safer injection practices, condom and lubricant distribution), HIV testing, STI and TB screening, hepatitis B&C prevention and linkage/referral for HIV and non HIV care as appropriate and as availability of the service
• Mentor, and supervise peer educators regularly and frequently during outreach sessions and participate in the PEs meetings.
• Work closely with the M&E team in adapting the KP monitoring tool
• Ensure adequate data collection and timely, complete and clean reporting to the MOHSW and to the donor
• Performing any other relevant duties as may be assigned by Program Manager Zanzibar and ICAP management
Required qualification, Knowledge and skills:
• Must be a graduate in Social work or any other relevant qualification from a recognized academic institution
• Relevant working experiences in HIV prevention to KP programs with a donor funded organization
• Ability to work after normal working hours at informal gatherings and entertainment centers
• Ability to cope and interact with the KP community
• Knowledge on HIV/AIDS prevention care and treatment programs
• Excellent written and verbal communication skills in English and Kiswahili
• Must be a Tanzanian Citizen
