IT Officer, Architecture - The World Bank

Information and Technology Solutions (ITS) enables the World Bank Group (WBG) to achieve its mission of ending extreme poverty by 2030 and boosting shared prosperity in a sustainable manner by delivering transformative information and technologies to its staff working in over 130 client countries. ITS services range from: establishing the infrastructure to reach and connect staff and development stakeholders; providing the devices and agile technology and information applications to facilitate the science of delivery through decentralized services; creating and maintaining tools to integrate information across the World Bank Group, the clients we serve and the countries where we operate; and delivering the computing power staff need to analyze development challenges and identify solutions. The ITS business model combines dedicated business solutions centers that provide services tailored to specific World Bank Group business needs and shared services that provide infrastructure, applications and platforms for the entire Group. ITS is one of three VPUs that have been brought together as the World Bank Group Integrated Services (WBGIS), to provide enhanced corporate core services and enable the institution to operate as one strategic and coordinated entity.

The World Bank Group ITS Enterprise Architecture is comprised of three departments: ITS Governance (ITSGP), ITS Architecture Practice (ITSAP) and ITS Strategy and AIP (ITSSA) whom report to the WBG Chief Enterprise Architect. These ITSEA departments provide the following six functions: Technology Strategy, Governance, Architecture Practice, User Experience Management (UXM), Knowledge, and Operations & Planning.

Duties and Accountabilities:

• Participates in the development of technology standards in their area(s) of technical expertise to provide road maps which specify future state and how to get there increase capabilities, scalability and performance.
• Exhibits a broad understanding of the current and future technology architectures, an awareness of the organization's key strategies and objectives and particular depth of understanding of goals and objectives of an area they may support.
• Chairs a team of subject matter experts in the evaluation of new technologies relative to their area(s) of expertise.
• Proposes technology standards and investments (where applicable) supported by a thorough technical analysis, proof of concept and business case.
• Supports the designs of solutions, assessing impact and interdependencies and provides the recommendations to effectively manage the impact.
• Provides technical guidance, training, direction and reviews the work of colleagues working on architectural issues to ensure alignment. Serves as a technical resource for an important domain or area of the infrastructure. Viewed as an approachable resource.
• Establishes systems to monitor compliance with architectural standards and to ensure technical integrity.
• Provides technical guidance and mentorship to team members.

Desired Skills and Experience

Master's degree with 5 years relevant experience or Bachelors Degree with a minimum of 7 years relevant experience.

Sample degrees include: Computer Science, Library Science, Information Management or Information Systems. (Bachelor's degree is minimum education requirement, with 7 years of relevant experience).

Analytical Thinking - Determines criteria for assessing issues and opportunities.

Initiative - Describes future scenarios and related opportunities.

System Development Life Cycle Knowledge (SDLC) - Coordinates required tasks for one or more phases of the SDLC.

Systems Thinking - Plans improvements that take into account the critical, underlying and less apparent relationships between business, technology and systems platforms.

Business Function Knowledge - Engages business and technical leaders in the identification of medium-term business solutions consistent with best practices for cross-functional implementation.

Business Requirements Analysis - Reviews customer business requirements, recommending technological solutions that can be integrated and deployed in the environment.

Database Knowledge - Provides expertise in the development of complex database projects.

Logical Data Modeling - Develops logical data models for complex databases.

Project Management (IMT) - Able to define staff and manage multiple projects as part of a program.

Financial Management - Utilizes financial tools and techniques for budget forecasting and tracking.

Compliance with Standards - Maintains broad oversight of client requests and responses by staff.
