Main tasks:
- The Political Analyst will be based in the EUSR Regional Office in Nairobi and will be reporting on a day to day basis to the EUSR Regional Political Coordinator;
- His/her main tasks will be to provide political analyses and recommendations on issues pertaining to the mandate of the EUSR with a specific focus on radicalization and extreme violence in the area countries bordering the Southern Red Sea and Indian Ocean;
- S/he should be able to work autonomously in a low profile manner and to conduct field research on the "Swahili Coast", Somalia, Ethiopia and the Gulf countries;
- S/he should establish and maintain an extensive and active network of contacts with all relevant stakeholders in coordination with the EUSR Regional Political Coordinator;
- S/he will follow up, on behalf of the EUSR, regional political initiatives and conferences aimed concerning radicalization and violent extremism in the region;
- S/he will monitor analyse and keep updated a business/security/political map of Somalia, particularly focusing on links with the political development as well as counter-terrorism objectives in Somalia;
- S/he will monitor and analyse the different transnational groups present in the Horn (with particular focus on the Southern Red Sea belt), including their links inside and outside the region;
- S/he will provide analyses and recommendation on policies regarding counter-radicalization, including by working closely with the different EU services in the region on this issue;
- S/he will perform other tasks as assigned by the EUSR and/or the Regional Political Coordinator.
Eligibility and selection criteria:
- The candidate must be an EU national;
- Excellent knowledge of the Horn of Africa its political dynamics and issues related to radicalization, Political Islam and violent extremism;
- Several years working experience in this field for relevant organizations and/or governments;
- Ability to work in a multicultural environment and travel in high risk areas;
- Capacity to work within a motivated team and carry out their duties autonomously;
- Knowledge of Arabic and/or Somali, or Kiswahili is an asset.
Additional requirement:
- EUSecurity Clearance at Level Secret required (Security-related work package).
- NATIONALSecurity Clearance at Level Top Secret desirable (Intelligence- and Liaison-related work package).
The candidate must be eligible to obtain the required security clearance, and will be required to present a valid certificate from the country of permanent residency upon employment.

This is a full time position, based in Nairobi. Travelling to other places in the region may be required.
An initial international contract is offered until 31st of October 2015 with a possibility of continuation depending on the renewal of the EUSR's mandate and available budget.

Procedures:
The deadline for applications is April 5th 2015. The selection procedure will take place immediately after the expiry of the deadline for submitting the applications. The candidates considered to be most suitable will be short-listed and interviewed. The EUSR will be responsible for the final selection and notify the selected candidate. The selected candidate will receive grading at Expert level according to the length of his/her professional experience relevant to the job description. Prior to his appointment the candidate must provide supporting documents for his educational and professional record. Failure to do so will automatically cause a downgrade for the period for which supporting documents have not been provided.
