Columbia University’s ICAP Global Health Action in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 208 health facilities. The facilities involved include regional and district hospitals, health centres and dispensaries in Kagera, Kigoma, and Pwani.. This program is part of a broader US Government HIV/AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives. The program is now seeking Tanzanians to fill positions in Dar es Salaam and Mwanza.
1. Position Title: Senior Database Developer/Data base Manager LOCATION: Dar-es-Salaam, Tanzania with field travel up to 10% of the time
REPORTS TO: Director of Monitoring & Evaluation, Dar-es-Salaam, Tanzania OVERALL JOB FUNCTION:
To provide technical support in development and implementing computerized data system for aggregate health facility reports for CTC/PMTCT/VCT/PITC/EID/APSS/FGS and palliative care programs in support of the ministry of Health’s National AIDS Control Programme. To provide technical support in data management for public health evaluations or other program areas as needed.
KEYS RESPONSIBILITIES:
• Lead in developing and updating and updating care and treatment (Track 1.0)database
• Adapt and implement District Health Information System 2 (DHIS 2) in collaboration with data managers including:
o Design and develop data models and database architecture o Construct, Install and test the database system
o Write manuals or explain databases function
o Consult with others to assess the system performance and modifications as required o Modify existing databases, as user needs change
o Find faults in programs
o Prepare reports on databases
o Customize databases for specific needs o Train users and provide technical support
• Maintain a site census database of ICAP supported health care facilities in the country
• Coordinate and support development of other databases, by data managers as needed
• Train and supervise M&E teams in new data system to ensure timely data entry, cleaning on a routine basis, generation of data queries and routine progress reports
• Collaborate with team members to prepare monthly, quartely, semi-annual and annual reports on supported program areas
• Develop and respond to queries related to data analysis
• To perform other duties as assigned
QUALIFICATIONS:
• Bachelors degree or certified training in Computer Science, IT/HMIS,data management or a related discipline Advanced skills in computer programming and analytical software an advantage
• A background in nursing, health science or related discipline are an advantage
• 4 years relevant experience years experience with MS Access application development and use, data analyses with standard software packages and implementing protocols for data quality assurance
• Strong supervisory and management skills
• Ability to work independently
• Fluent in English
• Experience working with NGOs and/or donor-funded programs
