The Government of Rwanda (GoR) has received funds from the United Nations Development Program (UNDP) to support the Strengthening of the Institutional Capacity of the Ministry of Natural Resources (MINIRENA) for the period 2014-2018, so it can effectively deliver on its mandate of effectively coordinating, formulating policy and providing guidance on policy implementation to the Environment and Natural Resources (ENR) sector. The ENR sector is complex, encompassing a variety of natural resources components (water, lands, forests, nature reserves and biodiversity, mines and wetlands) and the environment, which cut across all sectors, and is linked in a complex way to other sectors (agriculture, energy, tourism, housing, health, macroeconomic management,
The programme will support the implementation of one of the priorities of EDPRS 2 “Pursue a “green economy” an approach to Economic Transformation to favour the development of sustainable cities and villages.
It’s against that background that the Ministry of Natural Resources wishes to recruit an Expert To Review Environment And Natural Resources Sector Policies And Other Related Sector Policies In Line With The Green Economy Aspects.
This position is open to capable Rwandans and internationally qualified candidates.
The purpose of the assignment is to ensure that the ENR Sector Policies (Environment, Forest, Land, Mining and Water Resource Management policies) and other related Sector Policies(Transport, Energy, Agriculture, Industry, Urbanisation, Ecotourism, Disaster Management, Meteo, Health) mainstream the green Economy aspect to facilitate the implementation of the National Green Growth Strategy and climate change resilience and the EDPRS
The objective of the assignment is to review the ENR Sector Policies; other related Sector Policies and adapt them to the National Green Growth Strategy and climate change resilience in line with the EDPRS 2
The Expert to Review the ENR Sector Policies shall Work under the supervision of the permanent Secretary of MINIRENA and under the guidance of the Director Generals of the affiliated agencies. S/he will work within MINIRENA’s operating framework to undertake but not limited to the following tasks:
· Identify gaps in the existing ENR Sector policies ( Environment, Forest, Land, Mining and Water Resource Management policies)
· Assess the current status, challenges and future implications in relation to the implementation of the National Green Growth Strategy and climate change resilience
· Design a road map to review and update the existing policies to facilitate mainstreaming the Green Economy approach
· Provide an indication of priority areas for reform
· Develop a methodology and a work plan for meeting the requirements of these TORs
· Assess the extent to which the reviewed policies will support an effective implementation of the National Green Growth Strategy and climate change resilience
· Take into consideration other sector Policy (Transport, Energy, Agriculture, Industry, Urbanisation, Ecotourism, Disaster Management, Meteo, Health)
· Establish an implementation plan for the reviewed policies
· Facilitate a validation workshop with all stakeholders
Outputs
Within one week following his arrival, the consultant will present an inception report of 5 pages (maximum) outlining the methodology to be used for data collection and treatment as well as a draft work plan detailing the proposed interview schedule. The inception report should also provide a list of policy documents that s/he intends to review.
Qualification and Experiences
PHD or Masters in policy development, Public administration, Natural Resources Management, Public Policy, Economics,
A ten (10) year working experience in policy development, Public administration, Natural Resources Management, Economics
The consultant is expected to demonstrate the following skills:
- Strong prior experience and in-depth understanding of policy and institutional frameworks and best practice in the field of green Economy approach,
- An awareness of the equity issues associated with the implementation of the Green Economy.
- Prior knowledge of the Rwandan policy framework would be an advantage
- An understanding of the broader political and economic drivers in Rwanda will be an added value
- Understanding of macro-economy of Rwanda
- Good presentations/writing skills
- Proficiency in English is a must, working French (and if possible Kinyarwanda) will be an advantage.

- Curriculum vitae, description of similar assignments, experience in similar work, etc.
- Technical Proposal (methodology and work plan) and Financial Proposal in separate envelopes
An Individual Consultant will be selected under Selection Based on Consultants Qualifications (SBCQ)and oral interviews in accordance with the law on Public Procurement. The selected consultant will be invited for negotiations.
