People in Need (PIN) has been working in South Kivu, Democratic Republic of Congo since 2009 (for more details seewww.peopleinneed.cz). In response to the immediate needs in a post-conflict environment, PIN began by implementing programmes focusing on access to primary health care, improving access to and quality of primary education, providing support to victims of sexual violence and assisting people in meeting their basic needs via livelihoods and water and sanitation interventions. PIN is present in South Kivu Province, with main office in Bukavu.

Health Programme Manager
is responsible for PIN DRC efforts to develop and implement health programmes that lead to positive changes in lives of the poor and vulnerable, achieve the greatest possible impact, and hold PIN accountable to beneficiaries, government, donors and partners. Furthermore, Programme Manager ensures quality of and synergies among existing and new health projects, liaisons with donors and government, and represents health programme of PIN to the donors and other stakeholders. Programme Manager works closely with Head of Mission on management and development of PIN DRC´s programmes, with Finance Officer and with national project officers and logistician. Main donors of PIN in DRC are currently ECHO and UN Pooled Fund. Programme Manager is expected to spend about 40% of his/her time in the field.
Head of Programmes is directly responsible for:
• Identification of new project opportunities and formulation of high quality project proposals in health sector • Setting up monitoring & evaluation plan for each project and the overall programme with clear results-based indicators, and carrying out monitoring and adjusting activities accordingly • Management of project implementation – directly and via close supervision of local Project Officers, budget monitoring • Ensure that all donor´s requirements (currently ECHO, UN Pooled Fund, Czech government, private donors) including procurement, reporting, visibility and financial eligibility are met • Internal and external reporting • Feeding into formulation of PIN strategy for DRC • Ensure integration of cross-cutting issues (gender, protection, child labour, HIV&AIDS, DRR) into the health programme • Ensure involving all key stakeholders into the project implementation • Ensure cost-effectiveness, accountability and transparency of PIN health projects • Building synergies among PIN health projects and also other programs • Ensuring that health programme is designed and implemented with a clear analysis and understanding of the context in health sector in South Kivu • Contributing to regular security re-assessments and guideline update • Building capacities of local health programme staff • Represent PIN at health cluster and other coordination meetings with donors, authorities, agencies and other actors
Key requirements:
• Proven experience in the direct management of humanitarian and/or development health programme • Very good knowledge of project cycle management • Proven experience in proposal writing, reporting and monitoring • Fluency in written and spoken English and French • Familiarity with the aid system, and ability to understand donor and governmental requirements • Experience of working in DRC or similar setting • University degree in relevant field • Highly organized • Excellent communication and negotiation skills • Dedication to work in the sector of humanitarian and development assistance
