Position Summary: Pact seeks a Finance and Administration Director/Manager for an anticipated USAID program in Tanzania aimed at system strengthening. The Finance and Administration Director/Manager is a member of the core management team and will oversee the financial operations of the project and conduct continual reporting to ensure the financial health of the project and the correct usage of funds. The position will report to the Chief of Party and will work closely with Program Managers and Grants and Contracts Officers. A successful candidate will have experience working with U.S. Government-funded projects and will have the ability to manage staff, oversee partner organization finances, and will have a strong background in institutionalizing financial best practices.
This position is contingent upon funding.
RESPONSIBILITIES:
• Provide oversight on all program related financial matters;
• Manage the project budget ensuring all costs incurred by Pact are accounted for and in compliance with local laws;
• Develop and maintain sound financial management systems in line with USAID rules and regulations and Pact’s world-wide policies and procedures, and accounting principles;
• Ensure financial reporting is in accordance with USAID requirements;
• Oversee Operations and Administration staff, ensuring that functions are performed timely and accurately;
• Provide technical assistance to improve the systems of internal control and financial management of partners;
• Advise program staff on financial health through the provision of regular and timely financial expenditure reports;
• Establish/Maintain financial controls and procedures for the management of funds and sub awards;
• Produce budget projections and reports for submission to the donor through the DC office;
• Monitor partner’s management of funds and cross-check source documents;
• Work closely with Pact’s Agreement Management unit on program related matters;
• Maintain accurate and comprehensive financial files and support annual audits.
QUALIFICATIONS:
• Bachelor’s degree or higher in accounting or finance required;
• At least ten years of financial management experience;
• Knowledge of applicable USAID/USG rules and regulations;
• Strong computer skills are mandatory, as are strong written and oral communication skills;
• Strong managerial skills and experience overseeing staff required;
• Ability to set-up financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds;
• Strong sense of responsibility, personal initiative, and follow-through;
• Ability to work independently in a fast-paced, multi-task environment;
• Ability to work as part of a team and to coordinate across departments;
• Tanzania experience highly desirable, Africa experience essential. Local candidates preferred;
• Must be tolerant, respectful and sensitive to Tanzanian culture;
• Excellent verbal and written communication in English;
