PSI and its partners, FIND, Malaria Consortium (MC) and the World Health Organization (WHO), are implementing a three year project funded by UNITAID to develop and implement approaches to scale up malaria rapid diagnostics tests (RDTs) in the private sector in five countries (“RDT Scale-up program”): Madagascar, Nigeria, Kenya, Tanzania and Uganda. There is little experience in the use of RDTs in the private sector in Africa and this pilot project will help fill an important evidence gap by sharing project learning with the public health community.
The Partnership will implement an evidence-based marketing approach to overcome multiple barriers to market entry and use of RDTS by both providers and consumers. Beginning at small scale, the partners will: promote the importance of parasite-based diagnosis; price RDTs more affordably in the private to provide incentives for both providers and consumers; ensure the quality of the RDT product being used; place RDTs so that they are regularly accessible to private providers through a reliable supply chain; and create a conducive policy and regulatory environment for RDTs in the private sector.
PSI is seeking a Deputy Director, RDT Scale-up to oversee day-to-day operations of the program in countries where PSI is the lead, including overseeing and managing the program budget, workplans and deliverables. This position will be based in Nairobi, Kenya and will report to the Director, ACTwatch & RDT Scale-up with approximately 30% travel.
RESPONSIBILITIES: • Provide day-to-day management of PSI’s component of the RDT Scale-up Program, including:
o Maintaining strong working relationships with country platforms and the ACTwatch/RDT central
research team to ensure programmatic deliverables are met.
o Ensuring that deliverables are met on time and within budget through sound development and
management of the project budget, workplans, sub-awards and contracts.
o Managing the Central RDT Scale-up team including the Services Marketing Advisor and the M&E
Advisor.
o Providing technical support to PSI countries as appropriate.
• Maintain strong links with the ACTwatch/RDT central research team, and its PI in particular, to ensure operational research agenda is completed on schedule to inform program design.
• In conjunction with the RDT Scale-up M&E Advisor, work with the PSI Global and MCSD M&E advisors to develop and implement integrated Management Information Systems (MIS) in the RDT Scale-up countries and ensure data generated is used to document and improve program performance.
• Facilitate appropriate technical assistance from either internal or external sources to PSI project countries.
• Liaise with the PSI MCSD Integrated Case Management Technical Advisor, the Global Social Marketing Department and Sexual and Reproductive Health Team regarding appropriate tools and strategies.
• Liaise with other consortium partners as appropriate and maintain oversight on overall budgeting and reporting to the donor. Support the Program Director, in managing consortium relationships as delegated.
• Work with the Program Director and the ACTwatch/RDT PI to disseminate programmatic evidence and recommendations to target both PSI platforms and external audiences. Ensure that key learning is incorporated in the marketing plans and workplans at the country level.
• Develop donor reports, proposals, success stories and other publications.
• Develop overall annual country and central level budgets.
• Conduct other tasks as delegated.

QUALIFICATIONS:• MBA, MPH, Masters in Marketing or Communications, or equivalent degree
• 5+ years professional experience in international public health or development
• 4+ years experience managing a team in a developing country, preferably in Africa
• Demonstrably strong budget and program management skills
• Experience in the management of multi-country/multi-partner programs.
• Experience implementing Child Survival marketing or communications programs
• Knowledge of the malaria case management agenda, partners and donors.
• Excellent written, verbal, and interpersonal communication skills
• French language competency strongly preferred
• 5+ years professional experience in international public health or development
• 4+ years experience managing a team in a developing country, preferably in Africa
• Demonstrably strong budget and program management skills
• Experience in the management of multi-country/multi-partner programs.
• Experience implementing Child Survival marketing or communications programs
• Knowledge of the malaria case management agenda, partners and donors.
• Excellent written, verbal, and interpersonal communication skills
• French language competency strongly preferred
