Chemonics seeks a team leader for the anticipated seven-year DFID-funded Private Enterprise Program Ethiopia (PEPE). PEPE will support private sector development through improved firm access to finance and address market and government failures in identified priority sectors (cotton/textiles, horticulture, and leather/livestock). The program entail an initial design and inception phase and an implementation phase. Through use of the Making Markets Work for the Poor (M4P) methodology, the program is expected to increase private sector capacity, investment, and job creation in Ethiopia. The team leader will be based in Addis Ababa, with travel throughout the region. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide overall project leadership, management, and technical direction
- Serve as key liaison with DFID, government counterparts, and local partners
- Manage and supervise the work of project personnel and subcontractors
- Ensure that all project assistance is technically sound and appropriate
- Create and implement a strategic, long-term programmatic vision
- Oversee project work planning, performance management, and strategic communications
Qualifications:
- Advanced degree in management, international development, or a related field required
- Minimum 10 years of professional experience in development required
- Minimum 5Five years of project management experience, managing complex activities involving coordination with multiple program stakeholders
- Excellent knowledge and understanding of the Ethiopian economy/ political economy, particularly pertaining to cotton/textiles, horticulture, and leather/livestock
- Experience working with and through developing country governments at different tiers of administration (federal/regional/local), and influencing them
- Experience in the following technical areas preferred:
- Financial sector issues, including microfinance, banking, and equity-type support
- Sector-focused, value-chain interventions, especially in cotton/textiles, horticulture, and leather/livestock
- Africa private sector issues
- Gender and social development
- Green growth
- Project management
- Monitoring and evaluation
- Management of grants, technical assistance, challenge funds, and other common development interventions
- Accounting and financial management
- Procurement
- Strong personnel management, networking, and relationship building skills
- Strong interpersonal, writing, and oral presentation skills
- Demonstrated leadership, versatility, and integrity
- Fluency in English required; proficiency in Amharic preferred
