Job Title: Team Leader, KE1

Function of the Position:
This is a role providing overall management responsibility as the Team Leader for an EC funded project. DAI is searching for candidates in economic development and private sector development in Sub-Saharan Africa and ACP countries. Specific experience in Ethiopia, Tanzania, Sierra Leone and Nigeria would be an advantage.
Roles and Responsibilities:
- Provide overall management of programme objectives and performance
- Manage other programme team members
- Act as lead liaison between contracting authority and beneficiaries
- Provide technical backstopping to project activities
- Organise inputs of non-key experts
- Ensure timely delivery of reports and other deliverables of the project to the contracting authority to a high standard
- Monitor project costs to budget
Qualification and skills:
- An appropriate higher university degree in Economics/Development/Project management or equivalent
- Fluent command of written and spoken English
- Ability to liaise with government agencies and private sector organisations
- Proficiency in full EC project cycle management as a team leader, including excellent planning, forecasting, monitoring and reporting skills
- Proven team leadership and coordination of an international team
- Excellent communication and drafting skills, particularly used in report writing
General Experience:
- Not less than 10 years of work experience in development and/or capacity building programmes. This should include field level experience.
- Knowledge of EDF programmes and procedures
- Field level experience gained in a broad range of sectors and institutional environments, such as NGO's and government.
- Previous work experience in developing countries and/or Sub-Saharan Africa
Specific Experience:
- Specific experience of at least 10 years is required in the implementation and monitoring of economic growth or private sector development programmes, including at least 5 years in Sub-Saharan Africa working on EDF projects.
- At least 5 years’ experience appraising PEs in a similar setting or field or for a similar purpose
- Intimate knowledge of participatory planning and facilitation methodologies; institutional and social development issues (including decentralisation, good governance, local institutional capacity building, poverty reduction strategies, mainstreaming of gender concerns, and rights based approaches to development); and project cycle management including the use of the logical framework
- Human resource management, and working within a multi-sectoral team environment involving a variety of stakeholders
- Management of teams of experts for the implementation of multi-sectoral programmes
- Knowledge of policy issues relating to private sector development and their practical application
- At least five years’ experience of capacity building in government agencies or ministries in related subjects to economic transformation
