Function of the Position:
The EDF Monitoring and Evaluation Specialist will monitor and provide oversight to the programmes overall and specific objectives, as well as to Programme Estimates for the project. DAI is searching for candidates with this experience in economic development and private sector development projects in Sub-Saharan Africa and ACP countries. Specific experience in Ethiopia, Tanzania, Sierra Leone and Nigeria would be an advantage.
Roles and Responsibilities:
- Monitoring the performance of Programme Estimates for the TTF implementation
- Conducting training and capacity building activities for finance, accounting and procurement staff in EDF funded projects
- Strengthen capacity of Ethiopian government ministries in Programme Estimates monitoring and evaluation for EC funded programmes
Qualification and skills:
- An appropriate higher Degree in any of the following fields; Infrastructure development, Development Economics, Social science, Natural resource management, Rural Development or equivalent.
- Fluent command of written and spoken English
- Proficiency in full EC project cycle management, including excellent planning, forecasting, monitoring and reporting skills
General Experience:
- Not less than 10 years of general professional experience. This should include field level experience.
- Field level experience gained in a broad range of sectors and institutional environments, such as NGO's and government.
- Previous work experience in Sub-Saharan Africa would be an asset.
Specific Experience:
- Specific experience of at least 10 years is required in the development of monitoring and evaluation systems of similar projects, including at least 2 years in developing countries
- At least 5 years’ experience in monitoring and evaluation of EC funded projects within the EDF framework
- Intimate knowledge of participatory planning and facilitation methodologies; institutional and social development issues (including decentralisation, good governance, local institutional capacity building, poverty reduction strategies, mainstreaming of gender concerns, and rights based approaches to development)
- Knowledge of EC project cycle management including the use of the logical framework
- Experience in developing and implementing monitoring and evaluation systems based on performance indicators
- At least two years’ demonstrated experience monitoring and evaluating Programme Estimates
- Experience of working within a multi-sectoral team environment involving a variety of stakeholders
- Knowledge of policy issues relating to poverty, and an ability to undertake institutional and economic analysis
