Function of the Position:
The EDF Finance and Contracts Specialist will provide training and capacity building to the imprest accounting officers and/or imprest administrators in issuing Programme Estimates. DAI is searching for candidates with this experience in economic development and private sector development projects in Sub-Saharan Africa and ACP countries. Specific experience in Ethiopia, Tanzania, Sierra Leone and Nigeria would be an advantage.
Roles and Responsibilities:
- Supporting Programme Estimates with imprest accounting officers and/or imprest administrators for project implementation
- Conducting training and capacity building activities for finance, accounting and procurement staff in EDF funded projects
- Strengthen capacity of Ethiopian government ministries in financial management, programme and project administration and financial and accounting record keeping for EC/EDF funded programmes
Qualification and skills:
- An appropriate higher university degree.
- Should be a qualified accountant in possession of any of the following professional qualifications: ACCA, CPA, CIMA or equivalent.
- Fluent command of written and spoken English
- Proficiency in full EC project cycle management, including excellent planning, forecasting, monitoring and reporting skills
General Experience:
- Not less than 10 years of working experience in financial management and/or government capacity building in financial management
- At least 5 years’ experience in private sector development programmes involved in accounting, monitoring of resource utilisation and management of works, supply and service contracts on EDF contracts
Specific Experience:
- Practical application of all aspects of financial management
- Practical experience of project management, Accounting procedures and preparation of annual budgets
- Knowledge of the operations of decentralised and collaborative management including monitoring of resource utilisation
- Excellent knowledge of EDF financial procedures, including preparation, procurement and administration of programme estimates, resulting from at least 3 years’ experience working on EDF projects
- Demonstrated capacity in computer software packages for financial management and database management
- At least 3 years’ experience training and capacity building of imprest accounting officers and/or imprest administrators in EDF financial procedures
