The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
SUMMARY:
The American Red Cross seeks an experienced humanitarian policy professional to support the International Services Department (ISD). Based at its headquarters in Washington, DC, and reporting to the Director, International Policy and Relations (IPR), the Senior Policy and Legal Advisor will work closely with American Red Cross International Services leadership and counterparts across the International Red Cross and Red Crescent Movement (RCRC Movement) to help analyze policy initiatives and develop strategies for their implementation in concert with ISD strategic priorities.
The Senior Policy and Legal Advisor will also serve as a key liaison between ISD and partner national societies across the RCRC Movement and representatives of the International Committee of the Red Cross (ICRC) with the goal of nurturing existing relations and seeking opportunities for increased collaboration and innovation.
The American Red Cross extends its humanitarian mission internationally through its work as part of the world’s largest humanitarian network. With nearly 100 programs spanning some 40 countries, the American Red Cross is committed to helping vulnerable people and communities around the world prevent, prepare for and respond to disasters, health emergencies and other crises.
RESPONSIBILITIES:
•Serve as national society legal advisor in the RCRC Movement circles with special attention paid to Movement Statutes and Constitutional issues and the preparation for Movement statutory meetings.
•Represent American Red Cross and advocate its positions before meetings of the RCRC Movement, with other Red Cross and Red Crescent national societies and other external organizations. Advise IPR Director and help develop strategic engagement plans to strengthen ISD relations with RCRC Movement members.
•Analyze policy initiatives and strategic developments emanating from the International RCRC Federation Secretariat to help develop appropriate American Red Cross responses to those initiatives and developments.
•Prepare American Red Cross leadership for meetings with Red Cross/Red Crescent leaders, government officials and civil society representatives on international humanitarian issues and the RCRC Movement. Assist IPR Director in supporting the work of American Red Cross representative to the International Federation’s Governing Board and other senior American Red Cross volunteers holding leadership positions in the RCRC Movement.
•Assist IPR Director in researching, designing and preparing materials that can be used for advocacy, outreach, and communications to stakeholders and members of the public on policy issues.
QUALIFICATIONS:
•Bachelor’s degree in international relations or public policy is required; Law degree specializing in international law is highly desired.
•At Least five and preferably seven years professional experience developing and executing internal and external policy analysis and organizational outreach, preferably in internationally- or humanitarian-focused organizations.
•Exceptional written, verbal, interpersonal and analytical skills and the ability to perform in stressful situations with tight deadlines are essential.
•Familiarity with international humanitarian issues and key actors is essential; knowledge of the American Red Cross and the global Red Cross network is desired.
•Proficiency in Spanish or French is highly desired.
•Ability to travel up to 25% internationally.
