The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.
SUMMARY:
The primary goal of the Regional Program Management Delegate is to help ARC and Red Cross/Red Crescent partners in the Caribbean to implement high quality programs while ensuring programmatic integration, and impact across all programs and projects across the region. In addition to facilitating learning, sharing, and use of good practices within this region, among other regions, and with ARC National Headquarters and Red Cross/Red Crescent partners.
The Regional Program Management Delegate will be based in Port of Spain, Trinidad & Tobago. The position will report directly to the Caribbean Regional Representative and maintains an integrated, collaborative relationship with the Quality & Learning Regional Unit, HQ-based Program Integration Unit, and relevant staff in the region to ensure consistent and standardized use of best practices and processes. The Regional Program Management Delegate may have additional responsibilities depending upon the region.
This is a full time position for a minimum of 366 days with the possibility of extension. This is an accompanied post.
RESPONSIBILITIES:
The Regional Program Management Delegate will manage the overall program portfolio and aspects of the American Red Cross Caribbean Delegation. The position will assist in providing project oversight and technical assistance to program staff in designing, planning, implementing, monitoring and evaluating programs based on an integrated disaster risk reduction approach inclusive of community-based disaster preparedness, community-based health (including HIV prevention, Hygiene Promotion, Water, and Sanitation), and asset protection. This will be done in collaboration with Red Cross and non-Red Cross partners.
Responsibilities include but are not limited to the following:
•Ensure impact-oriented, sustainable project results within project scope, budget, and time frame by performing regular program reviews, organizing value-added trainings, monitoring budgets, and reporting.
•Ensure that interventions adhere to international project implementation and development standards.
•Manage and mentor the Regional Health Program Officer and the Disaster Management Program Officer in the Caribbean Delegation. As well as provide support to all ARC and National Society project staff in achieving project goals.
•Work in an interdisciplinary fashion with the finance, M&E and program staff to design, plan, implement, and monitor all projects within the delegation.
•Provide support to all project staff in ensuring that integration and cross-cutting themes are considered in interventions at all levels, especially in project design, budgets, work plans, and trainings.
•Direct project teams in the design and development of concept papers, proposals, and partnerships. Manage the internal and external proposal submission and review process at the delegation, HQ, and RCRC levels, as well as to a timely movement of proposals through the entire process.
•Ensure that all on-going projects have approved documentation, including work plans, M&E plans, and budgets.
•Support the implementation of the strategic plan for IRP/LAC, as well as on-going follow-up, review, and tracking of strategic planning, in coordination with relevant counterparts. •Be proactive in seeking out and working with PNSs and NSs in the Global Red Cross Network on joint cooperation agendas. •Coordinate and communicate with Regional Representative on strategic issues, relationships, and operations of the delegation •Provide additional program support and management duties as requested by the Regional Representative.

QUALIFICATIONS:
•Masters Degree in social sciences or related field required. •Minimum of five years related programmatic experience and three years of management experience required.
•Experience in humanitarian relief and emergency response setting strongly preferred as is familiarity with the Red Cross Movement.
•Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration are preferred.
•Must be flexible and adaptive to change, computer proficient, especially in MS Office and fluent in English.
•Ability to travel up to 25 to 50%.
•Experience in humanitarian relief and emergency response setting strongly preferred as is familiarity with the Red Cross Movement.
•Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration are preferred.
•Must be flexible and adaptive to change, computer proficient, especially in MS Office and fluent in English.
