KEY TASKS
Under the supervision of the Director, COMESA Competition Commission, the incumbent of the post performs the following functions:
1. Investigate/monitor anti-competitive trade or restrictive business practices that have the effect of prevention, restriction and distortion of competition in the common Market;
2. Investigate consumer welfare violations under the COMESA Competition Regulations and Rules;
3. To undertake Consumer Advocacy and outreach programs in Member States;
4. Evaluate applications for exemptions and for Non- application of the Regulations, and justification claims given under COMESA Competition Commission;
5. Conducts investigations relating to abuse of market power; ,
6. Prohibit, monitor and detect cartel behaviour in the Common Market and educate the public on the harmful effects of cartels;
7. Assess notified and identified agreements or arrangements in the Common Market as provided under the Regulations and also in line with the best
international practices as would be applicable to the Common Market and under the Regulations
8. Carry out as required or proactively market research, assessments, analysis in identified sectors to assist the Commission to understand market structures, phenomena, etc for policy or enforcement purposes as provided for under the Regulations ;
9. Proactively develop competition assessment/operational manual based on ‘ international best practices’;
10. Develop empirical market analysis, research techniques, guidelines or procedures for the Commission;
11. Submit performance reports to the Director of the Commission as required;
12. Develop a pragmatic department strategic vision, objectives and strategies to feed into the corporate strategic plan;
13. Preparation of departmental budgets, programs and a prioritization system/or process in implementation;
14. Undertake other tasks consistent with this job description as may be requested or delegated by the Director.
EDUCATION
Minimum of a Bachelor’s degree in a relevant social science such as Economics, Marketing, Business/Public administration/management and a Masters Degree in an appropriate discipline will be an added advantage;
COMPETENCIES
• Knowledge and application of evidence, innovation and evaluation;
• Good influencing verbal and written communication skills, including a proven ability to effectively communicate evidence and data to non technical audiences;
• A good knowledge and understanding of the COMESA economic integration Agenda.
EXPERIENCE
A minimum of at least 5 years relevant post-qualifying experience in market analysis/research, industry or economic analysis, leadership and organization.
LANGUAGES:
Fluent in spoken and written English – and reporting, interpersonal and communication skills, good working knowledge of Arabic and/or French will be an advantage.
