Rio Tinto Coal Mozambique intends to develop coal mining projects in Tete Province, Mozambique. Operations of these projects results in a number of socio-economic impacts thus requiring mitigation and management. Acquisition of land for implementation of the project requires physical and economical displacement of families and other land users. RTCM is committed to adequately and satisfactorily mitigate and offset all social impacts by providing the affected parties with necessary resettlement measures (specially replacement housing and social infrastructures).
Habitat and Environment Advisor
The primary purpose of this position is to develop an appropriate Habitat and Environmental Development plan which will seek to help the mine and the community as a whole to cope with the environment conservation and protection. With this position Rio Tinto will be able to work with the municipalities, the local Government, community leaders, Community Based Organizations, and other private companies to establish a new land management plan where the community will be able to develop their livelihood activities, and also to establish new urban plans taking in account the pressure for the urban land. With this position Rio Tinto will also be able to raise the people awareness regarding the importance of the environment, and also promote crop and livestock production, and other activities (brick making, fishing, etc) in a way that can be environmental friendly.
Key Objectives
- Consults, liaises with, and provides technical support, information to community members, Community Based Organizations, local NGO´s and the general public, on Natural Resource Management issues, programs and priorities
- Provides technical support, information, and assessment to various planning processes within the Rio Tinto Project Affected Communities including land-use and resource (e.g. forest) management planning, community-based fish and wildlife planning, and special management area planning
- Plan and Implement waste disposal management plan within the Rio Tinto Projects Affected Communities using local methods, and within the municipalities
- Participates in the environmental assessment process by reviewing land use applications with an emphasis on potential impacts. At times, conducts field inspections needed for land use applications, and looks for and recommends ways of, mitigating the impacts of land developments on the Rio Tinto Project Affected Areas wildlife populations and habitats.
- Study rangeland management practices and research range problems to provide sustained production of forage, livestock
- Study grazing patterns to determine number and kind of livestock that can be most profitably grazed and to determine the best grazing seasons to advise the farmers
- Regulate grazing, and help the affected communities to plan and organize grazing systems in order to manage, improve and protect rangelands and maximize their use.
- Plan and implement revegetation of disturbed Rio Tinto Project Affected Communities through the development of community tree nursery projects
- Plan and implement projects that will seek to contribute to the reduction of uncontrolled fire practices through awareness campaigns and offer other alternatives on how to open the fields
- Plan and direct construction soil-erosion sustainable control measures and structures in the affected communities through the use of local resources
Minimum Requirements
- Bachelor Degree in Natural Science (Agroecology and Sustainable Agriculture Forest Management/Forest Resources Management, Land Use Planning and Management/Development)
- The ideal candidate has experience working with communities affected by mining projects
- Understanding of the institutional and legal framework of land, forest and wildlife management, and community development in Mozambique.
- Experience in working with communities and capacity to transmit basic scientific knowledge
- Portuguese and English speaking, writing and reading are essential, and should be skilled in project proposal writing and reporting and preparation of plans
- Well developed presentation and communication skills.
- Demonstrated ability to facilitate and encourage learning to diverse groups using diverse methods.
- Demonstrated initiative, self motivation and readiness for continuous improvement through critical-reflection of own practice.
- Communication skills, including report writing
- Demonstrable achievements in delivering results which meet beneficiaries needs
- Drive license
